On October 22, the Supreme People’s Procuracy of Vietnam announced the indictment of a suspect in a case involving a bank branch and related entities.

The announcement stated that on October 21, Department 3 of the Supreme People’s Procuracy issued an indictment against five suspects in a case involving a bank branch and related entities. They are charged with “Violating regulations on banking activities and related operations.”
To ensure the case is resolved in accordance with the law, the Supreme People’s Procuracy (Department 3) urges Nguyen The Binh (born in 1954 in Hung Yen, former Chairman of the Board of Directors of a bank) to surrender to the nearest police station or procuracy. By doing so, he can benefit from leniency policies and exercise his right to defense as outlined in Article 60 of the Criminal Procedure Code.
The Supreme People’s Procuracy further stated that if Nguyen The Binh fails to surrender or turn himself in, it will be considered a waiver of his right to self-defense. He will then be prosecuted and tried in absentia, following the procedures outlined in the 2015 Criminal Procedure Code and Joint Circular No. 05/2025/TTLT-BCA-BQP-VKSNDTC-TANDTC dated July 1, 2025, which governs coordination among investigative agencies in cases of absent suspects or defendants.
