Ensuring Timely Construction of Ho Chi Minh City’s Ring Road 4 by October 31st
According to the Ho Chi Minh City E-Portal, on the morning of October 27th, Vice Chairman of the City People’s Committee, Mr. Bui Minh Thanh, conducted an inspection and survey, receiving updates on public investment disbursement progress and land clearance for key projects in the Binh Duong area.
One of the highlighted projects is the Ho Chi Minh City Ring Road 4, specifically the section from Thu Bien Bridge to the Saigon River. As reported by the Department of Agriculture and Environment, this segment spans approximately 27.8km in land clearance, covering 250.5 hectares and affecting 1,553 households. The planned capital for 2025 exceeds 7,307 billion VND.
To date, land measurement and repossession notices have been completed, with 58% of drawings approved and 89% of assets counted. Local authorities have approved specific land prices and compensation plans for 268 cases, totaling over 1,312 billion VND. Additionally, 13% of the land area has been handed over, with a 17% compensation fund disbursement rate.

Furthermore, four organizations—VSIP, Nam Tan Uyen Industrial Park JSC, Phuoc Hoa Rubber JSC, and Tan Uyen Forest Management Board (now under Tan Uyen – Phu Giao Forest Protection Department)—have sections of the route spanning over 7km within Tan Uyen and Binh Co wards. The land to be reclaimed covers approximately 69.8 hectares, accounting for 28% of the total project area.
These organizations have reached a consensus and are prepared to hand over the land. Vice Chairman Bui Minh Thanh directed the Land Fund Development Center to collaborate with relevant departments and wards to expedite legal procedures, particularly compensation plan approvals and forest land-use conversions, ensuring construction begins before October 31st.
In addition to Ring Road 4, updates were provided on the Thu Bien – Dat Cuoc road and the Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway (former Binh Duong section).
The Thu Bien – Dat Cuoc road project (additional 12.5km) involves reclaiming 27.8 hectares and affects 165 households. Asset counting and land pricing are complete, with compensation plans approved for 44 cases and 6 handed over, achieving a 13% disbursement rate.
The Ho Chi Minh City – Thu Dau Mot – Chon Thanh Expressway (former Binh Duong section) spans 45.7km, requiring 344.1 hectares and impacting 1,609 households, with a planned capital of 8,000 billion VND. Over 95% of measurements and drawing approvals are complete, and land has been handed over for 344 cases. Compensation disbursement exceeds 2,794 billion VND, or 35% of the plan.
Shaping New Development Space for the Expanded Ho Chi Minh City Megapolis
Ho Chi Minh City’s Ring Road 4 spans over 207km, traversing Ho Chi Minh City, Dong Nai, and Tay Ninh (post-merger). The Thu Bien Bridge – Saigon River section (formerly in Binh Duong) began in June, covering approximately 48km.
Phase 1, a PPP project with a total investment of 11,743 billion VND, includes 4 lanes with continuous emergency stops and a design speed of 100km/h.

The project is led by a consortium of Becamex IDC, Becamex IJC, and Deo Ca Group, targeting completion by 2027.
Deo Ca Group emphasizes that the Thu Bien Bridge – Saigon River section is a historically significant, nationally strategic initiative. As the outermost ring road, it connects three key regions (previously five: Ho Chi Minh City, Binh Duong, Dong Nai, Long An, and Ba Ria – Vung Tau), alleviating traffic congestion and shaping new development spaces for the expanded Ho Chi Minh City megapolis, driving economic growth across the region and nation.
