On October 24, Mr. Nguyen Hoai Anh, Chairman of the People’s Committee of Thanh Hoa Province, issued a directive to all departments, agencies, and localities, urging a thorough review and suspension of public investment projects deemed non-essential or non-urgent. This includes projects already approved by competent authorities but not yet implemented.
The coastal road section connecting Hoang Hoa District and Sam Son (old route) is lagging behind its scheduled timeline.
The Chairman instructed that for projects managed by the province (including those transferred from district-level authorities), relevant departments, agencies, specialized and regional project management boards, and investors must promptly review, inspect, and thoroughly evaluate the projects under their management.
Based on these assessments, proposals to halt non-essential or non-urgent projects—even those with selected contractors—should be submitted to the Chairman of the Provincial People’s Committee and the Department of Finance by October 28.
The Department of Finance is tasked with coordinating related units to consolidate and advise on suspending non-essential projects to prevent wastage of state investment resources. A report is due to the Chairman by November 10.
For projects managed at the commune level (including those transferred from district authorities), commune and ward People’s Committees must expedite reviews and implement procedures to suspend non-essential or non-urgent projects lacking funds. Results must be reported by October 30.
Additionally, commune and ward People’s Committees are prohibited from approving new projects unless they are deemed truly urgent. Priority should be given to allocating funds for completed or ongoing projects under their management.
The Provincial People’s Committee has directed the Department of Finance to compile a list of suspended commune-managed projects and submit it to the Chairman by November 10.
