On October 31, according to Vingroup, Can Gio Urban Tourism Joint Stock Company (a member of Vingroup) signed a contract with the joint venture contractor, represented by Vietnam Marine Construction Investment Consulting Joint Stock Company (MCIC VIETNAM), to apply Japan’s mud land reclamation technology for the Can Gio Coastal Urban Area project – Vinhomes Green Paradise (Can Gio, Ho Chi Minh City). This mega-project has a total investment of up to $10 billion.
Accordingly, the K-DPM compressed air mixing technology (Kinetic Dry Pneumatic Mixing) is being applied to the mega-project in Can Gio to reinforce the mud foundation and carry out land reclamation. This technology was exclusively transferred by AOMI Construction Co., Ltd., a leading Japanese engineering group, to MCIC in Vietnam.

Notably, this technology was pioneered by engineer Akinori Sakamoto, who received the international IADC award for dredged mud treatment. Furthermore, the K-DPM compressed air mixing technology has been applied to numerous world-class projects such as Chubu Airport Port, Nanao Port, Tokyo International Airport, Tokyo Haneda Airport (Japan); Pudong Airport (China); Marina Bay, Changi East Airport (Singapore); New York Port (USA)…
Using this technology, the mud layer is utilized on-site to reinforce the soil foundation by employing high-pressure air streams to mix dredged mud with cement and special additives. The process of transforming waste mud into land reclamation material is closed, rapid, and precise, allowing construction directly on barges at sea or on land.
Thus, after just 5 hours, the soft mud layer begins to harden, enabling walking on the surface, and after 28 days, it hardens 100%, meeting standards for land reclamation and foundation materials.

In reality, compared to conventional sand pumping construction, the cost of surface stabilization using K-DPM technology is 5-10 times higher. However, the sustainable value this new technology brings to the Can Gio sea area is outstanding.
First, the volume of mud to be treated on-site is minimized, reducing indirect emissions from transportation and limiting odor pollution and water leakage into the surrounding environment. It also eliminates dependence on natural sand. Additionally, this technology contributes to greening the maritime industry and promotes a circular economy model in coastal infrastructure construction.
Second, areas with mud pockets or weak geological foundations will be treated using this technology to ensure stability, increase hardness, prevent subsidence, and avoid erosion.
In addition to mud treatment and reinforcement technology, during foundation processing, the Vinhomes Green Paradise mega-project also applies modern sand spraying technology combined with a special excavation-filling balance principle. Specifically, most of the reclamation material is sourced directly from water areas within the planning scope and then used to fill the land area. This is an optimal resource solution, minimizing offshore exploitation and reducing environmental impact during the reclamation phase.
Furthermore, to ensure the safety of this land reclamation project, advanced water level control technology is being used, advised by leading international experts from the Netherlands. These experts are renowned for their work in land reclamation, water management, and coastal infrastructure development, ensuring long-term sustainability and stability.
Previously, at the ESG ++ Mega City Seminar organized by Vingroup on the morning of October 23, Ms. Phan Thien Ly, Project Sales Director, announced that in November 2025, the project will complete Phase 1 (including foundation and anti-erosion work) and begin construction of the golf course, theater, amusement park, and low-rise residential area, expected to be completed within 12 months. Additionally, Phase 2 of the project will commence in mid-2026, focusing on road construction and technical components.

The Can Gio Coastal Tourism Urban Area project began construction on April 19, 2025. It is located in Long Hoa Commune and Can Thanh Town, former Can Gio District, now part of the new Can Gio District, Ho Chi Minh City, with a planned area of approximately 2,870 hectares (including over 1,357 hectares of land reclamation).
Upon full completion, the $10 billion mega-project will feature a 108-story tower, the Blue Waves Theatre complex, a golf course system, a 122-hectare entertainment area with an open Safari zoo, a 5-star international Landmark Harbour port… Notably, the project will introduce a new model in Vietnam: the Vin New Horizon high-end retirement and senior living community.
