Teacher Salaries Boosted by “Special Salary Coefficients”?
Recently, the Ministry of Education and Training (MOET) released a draft decree outlining salary policies and allowances for educators, inviting public feedback.
According to the draft, all educators will benefit from a “special salary coefficient.” Specifically, preschool teachers will receive a coefficient of 1.25 compared to their current salary multiplier. Educators teaching at schools or classes for disabled students, integrated education development support centers, and boarding primary and lower secondary schools in border areas will enjoy a coefficient of 1.2.
The draft decree stipulates that all educators will benefit from a “special salary coefficient.” Preschool teachers, in particular, will receive a coefficient of 1.25 compared to their current salary multiplier.
Educators teaching at schools or classes for disabled preschoolers will receive a coefficient of 1.3.
This special coefficient applies to the base salary and is not used for calculating allowances. The formula for calculating an educator’s salary from January 1, 2026, will be: Base Salary × Current Salary Multiplier × Special Salary Coefficient.
The draft also proposes that professors will be placed on a senior expert salary scale, ranging from 8.8 to 9.4 to 10.0.
Regarding allowances:
– Educators will receive occupational allowances, seniority allowances, and other legally mandated benefits. Eligibility, amounts, and calculation methods will follow legal provisions and the draft decree.
– Educators transferred or seconded between public educational institutions will receive allowances applicable to their new institution.
If an educator is transferred from an institution with higher allowances to one with lower allowances, they will retain their previous benefits for up to 36 months, after which their allowances will be adjusted accordingly.
If transferred from a public educational institution to an education management agency with lower allowances, educators will retain their salary and benefits for 12 months, followed by a review for appropriate salary and allowance adjustments.
– Educators in sectors with special allowances will receive additional sector-specific benefits.
– If an educational institution’s administrative classification changes to one with lower allowances, educators will retain their higher allowances for six months following the reclassification decision.
– Principals, vice-principals, directors, and deputy directors of multi-level or multi-discipline institutions will receive the highest applicable allowance for their highest level or discipline.
– Educators assigned additional responsibilities with corresponding allowances will receive the total of these allowances, subject to legal limits on concurrent duties.
– In institutions with multiple campuses or branches, principals and directors will receive the highest allowance available across all locations, while vice-principals and deputy directors will receive the highest allowance for the campuses or branches they oversee.
Educators teaching at multiple campuses or branches will receive the allowance for the location with the highest teaching load or standard hours in a month. In case of equal teaching loads, the higher allowance applies.
Educator Salaries to be Prioritized as Highest in the Public Sector
Starting January 1, 2026, the 2025 Education Law will take effect, prioritizing educator salaries as the highest in the public sector. This marks the implementation of salary increases as per the government’s decree.
On NLĐO, Minister of Education and Training Nguyễn Kim Sơn announced that the basic salary for all teachers is expected to increase by at least 2 million VND per month, with some increases reaching 5-7 million VND. This increase applies only to the basic salary, excluding additional allowances such as seniority, occupational benefits, position allowances, and special allowances for artisans, teachers of disabled students, and those working in particularly challenging areas.
For example, a Level II, Grade 4 preschool teacher with a current multiplier of 3.33 will see their new salary calculated as follows: 2.34 (base salary) × 3.33 × 1.25 = 9.74 million VND per month, an increase of nearly 2 million VND from their current salary.
Beyond salary adjustments, the MOET is seeking input on a draft National Assembly resolution proposing special mechanisms and policies to drive breakthroughs in education and training development.
The draft suggests raising occupational allowances to a minimum of 70% for preschool, general education, and vocational teachers; 30% for school staff; and 100% for educators in socio-economically disadvantaged areas, special education institutions, and specialized schools.
The MOET emphasizes that this policy directly implements the requirements of Resolution 71/2025 by the Politburo, serving as a strategic and urgent solution to prevent teacher attrition, enhance recruitment appeal, and address the current teacher shortage.
