On November 7th, the Criminal Investigation Department of Hue City Police confirmed they are urgently investigating a sophisticated fraud case. The victims are a married couple residing in Duong No Ward, Hue City.
According to the report, the incident began at approximately 11:22 AM on November 1st, when Ms. N.T.N received a call from an unknown number. The caller claimed to be an officer from Duong No Ward Police Station, instructing her to bring both spouses’ ID cards and their child’s birth certificate to the station immediately to complete registration and obtain an electronic file number.

Initially, the information seemed plausible, leading Ms. N to trust the caller. Shortly after, the caller requested her to add them on Zalo for “faster guidance.” The scam escalated when the caller initiated a video call. Through the screen, Ms. N saw a man in a police uniform confidently instructing her and her husband to download a suspicious app via a link sent on Zalo to complete the “online” procedure.
Believing they were dealing with a legitimate officer, the couple followed all instructions, including entering personal details and performing a “facial verification” on the fraudulent app.
To further gain their trust, the scammer requested additional documents such as health insurance cards, driver’s licenses, and vehicle registrations for “integration” purposes.
Just over an hour after the initial call, at 12:33 PM, Ms. N’s phone began receiving balance change notifications. Both her and her husband’s accounts were transferred to unknown accounts, resulting in a total loss of over 524 million VND. Panicked, Ms. N attempted to contact the “police officer” but found herself blocked on both Zalo and phone.
Immediately after the incident, the victims reported the case to Duong No Ward Police. Authorities confirmed that no officer from the ward had contacted or requested citizens to perform electronic identification procedures over the phone. Police never request citizens to perform electronic identification, update information, or provide OTP codes via phone, Zalo, or any other app.
The case has been escalated to the Criminal Investigation Department of Hue City Police for further investigation.
