Exclusive Mining Mechanism Applied to Seven Quarries in Dong Nai for Mineral Resource Extraction

Seven quarries in Dong Nai have been approved to implement a special mechanism for mineral exploitation, allowing a maximum increase of 50% compared to the previously granted permits.

According to Dong Nai Newspaper, by mid-November 2025, seven quarries in the province have been approved for special mechanisms in mineral exploitation. These include Tan Cang 2, Tan Cang 7, Tan Cang 9, Ap Mieu, Nui Nua, Thien Tan 4, and Thien Tan 5.

Under Government Resolutions 168/NQ-CP and 02/2025/NQ-CP, these quarries are permitted to increase their extraction capacity by up to 50% compared to their existing licenses. This special mechanism also streamlines administrative procedures and expedites the resolution of legal bottlenecks, ensuring a steady supply of materials for national key projects.

Currently, 23 out of 33 quarries in the province are capable of supplying materials for major projects such as Long Thanh International Airport, Bien Hoa – Vung Tau Expressway, and Ring Road 3 in Ho Chi Minh City. In addition to the seven quarries with increased capacity, Tan Cang 1 has been approved under Resolution 66.4/2025/NQ-CP, and Thien Tan 7 and Thien Tan 9 are under review for similar mechanisms.

Surging Material Demand in a Short Period

Dong Nai is experiencing a peak in construction activity across multiple large-scale infrastructure projects, with many operating on a “3-shift, 4-team” schedule. This has led to a 2-3 fold increase in construction material demand compared to previous years.

The Long Thanh Airport project alone requires nearly 5 million cubic meters of construction stone in 2025, with a monthly demand of 600,000-700,000 cubic meters in the final months. While the full volume has been allocated, only about 3.8 million cubic meters have been contracted, and approximately 3 million cubic meters have been delivered to the site.

Mr. Tran Trong Toan, Deputy Director of the Department of Agriculture and Environment, stated that since mid-2025, the province has held weekly meetings with investors and mining companies to address challenges, monitor demand, and adjust allocations accordingly.

Solutions to Ensure Supply

Provincial Committee Member and Vice Chairman of the Provincial People’s Committee Nguyen Thi Hoang emphasized, “The province is committed to ensuring a sufficient supply of construction materials for project timelines without compromising legal and environmental standards. Quarries must fully comply with planning, investment procedures, land regulations, and ensure labor safety and environmental hygiene during operations.”

The Department of Agriculture and Environment will continue to review and encourage eligible companies to apply for special mechanisms, expanding extraction capacity and ensuring the progress of key projects. Relevant agencies will also intensify inspections and supervision of mining and transportation activities to prevent hoarding and speculation.

With these flexible solutions, the challenge of supplying construction materials for key projects is being gradually resolved, contributing to infrastructure development and sustainable economic growth in Dong Nai and the Southern region.
