Hanoi Approves VND 4.665 Trillion Renovation Project for To Lich River Park

Spanning approximately 737,927 square meters, this transformative project will revitalize promenades, public squares, greenery, and community amenities. Designed to meet the needs of residents, it offers enhanced spaces for recreation, leisure, relaxation, and vibrant community gatherings.

On the afternoon of November 13th, during the 27th specialized session of the Hanoi People’s Council (16th term, 2021-2026), a resolution was passed approving the investment policy for the Project on Renovation, Beautification, and Reconstruction of the Park Along Both Banks of the To Lich River.

The project has a preliminary total investment of over 4,665 billion VND, implemented under a Build-Transfer (BT) contract, with land funds allocated for investor payment. The execution period is from Q4/2025 to Q4/2028. The proposed investor is Sun Group Joint Stock Company.

The project is expected to span along the To Lich River, passing through 12 wards in Hanoi: Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, and Hoang Liet. The estimated land area is approximately 737,927.6 square meters.

Key investment components include a sidewalk and riverside promenade system; plazas, steps, seating areas, and ramps; tree planters, playgrounds, sports fields, parking lots; pedestrian-only pathways; service facilities, architectural landmarks, and auxiliary works; greenery, utility equipment, and urban lighting.

The project aims to enhance the landscape along both banks of the To Lich River, reflecting the area’s unique identity, meeting the recreational, entertainment, relaxation, and community activity needs of residents, and fostering cultural, commercial, service, and tourism development in the project area and Hanoi at large. It also contributes to environmental protection, sustainable development, and the effective utilization of the project area’s potential and advantages.

The To Lich River, a longstanding cultural and historical symbol of Hanoi, is at the heart of the city’s efforts to “revive its historic flow.” The renovation, beautification, and reconstruction of the park along both banks of the river are pivotal in this endeavor.

The project not only supports the development of a civilized and modern capital but also symbolizes the political determination and active engagement of party committees, authorities, and society in improving living environments and enhancing the quality of life for residents.

In recent times, the To Lich River has seen significant changes since receiving water from West Lake and treated water from the Yen Xa Wastewater Treatment Plant. The river now boasts a new appearance, with improved water quality, reduced foul odors, and greener, cleaner banks, attracting widespread public interest.
