The VNeID app, version 2.2.4, has introduced a new feature that allows users to provide land use rights certificate information (red book) to government agencies.
Starting November 11, 2025, Vietnamese citizens can submit their land use rights certificates via the VNeID app to streamline land data, eliminating the need for physical photocopy submissions to government offices.
To submit your land use rights certificate through the VNeID app, follow these steps:
Step 1: Log in to the VNeID app version 2.2 using your Level 2 identity verification.

Step 2: Select “Other Services” from the app’s main interface.

Step 3: Access the “Provide Information to Government Agencies” section.

Step 4: Click “Create New” and select “Land Use Rights Certificate” as the information type.

Step 5: Fill in the required details. The declarant’s information, including name and personal identification number, will be auto-filled from your VNeID account. If submitting on behalf of someone else, enter the name of the certificate holder and the reason for proxy submission.
Mandatory fields include the certificate number and the land address as stated on the certificate.
Upload supporting documents in PDF, PNG, or JPG format, such as images or scans of the land use rights certificate.

Step 6: Confirm the accuracy of the information and submit your request. The details will be forwarded to the Ministry of Agriculture and Environment.

The introduction of online land use rights certificate submission marks a significant milestone in Vietnam’s digital transformation of land management. It simplifies administrative procedures, reduces manual data entry errors, and enhances the accuracy of public asset management.
This new VNeID feature not only benefits citizens by saving time and effort but also empowers government agencies to efficiently verify, update, and manage land data, facilitating faster and more effective planning and documentation processes.
