According to Quang Ninh Newspaper, on the morning of November 19th, Vice Chairman of the Provincial People’s Committee Le Van Anh held a working session with Ha An Ward to inspect and urge the progress of land clearance for the Ha Long Xanh Complex Urban Area Project.
The project spans 3,186 hectares within the ward, impacting 1,818 households and 10 organizations.
The ward has directed specialized agencies to appraise 86 dossiers, approve 9 dossiers, and publicly announce 101 dossiers. For the land allocation requested by the investor, the ward has approved 12 plans and completed dossiers for 50 cases, ensuring timely progress. Additionally, the ward successfully mobilized 11 households and 3 organizations to hand over an additional 343 hectares. Out of 22 remaining households transferred from Quang Yen Town, 12 have agreed to hand over a total of 60.77 hectares.
To date, 2,573 hectares, equivalent to 80.76% of the total area to be reclaimed, have been cleared and handed over to the investor.
Concluding the meeting, Vice Chairman Le Van Anh commended Ha An Ward’s urgency and responsibility, urging the locality and related units to maintain high focus on land clearance. He emphasized the critical goal of completing clearance for 255 households (717 hectares) by December 2025 and ensuring a full census of remaining households, including infrastructure, to finalize compensation plans.
The Vice Chairman directed Ha An Ward and related agencies to complete all land clearance by January 2026, prioritizing 62 households to facilitate land allocation to investors by November 2025.
He also urged Vingroup to promptly prepare dossiers for cleared areas to ensure construction progresses as planned.

This Resolution aims to establish specific mechanisms and policies to address challenges and obstacles in the implementation of the Land Law.
