Da Nang Reimagines Urban Space Amid Skyscraper Boom to Prevent Overcrowding

Amidst the rapid rise of high-rise buildings along the Han River and coastal areas, Da Nang is implementing an urban spatial adjustment plan to balance the strain on technical and social infrastructure.

At the press conference held on the afternoon of December 2nd by the Da Nang City People’s Committee, Mr. Nguyen Ha Nam, Director of the Department of Construction, provided insights into urban planning efforts, particularly regarding high-rise buildings along the Han River and coastal areas, as the city expands its administrative boundaries.

Mr. Nam noted that while the city has witnessed a surge in high-rise developments, this growth has raised concerns about strain on infrastructure.

“We are particularly focused on two types of infrastructure when assessing and planning: technical infrastructure and social infrastructure,” he stated.

According to the Director of the Department of Construction, the city’s current planning is based on the Prime Minister’s decision approved in 2022. This plan designates nine urban areas, all of which have been fully approved.

Within each area, planning authorities have meticulously considered social infrastructure (education, healthcare, parks, cultural facilities, and social institutions) and technical infrastructure (transportation, water supply, electricity, drainage, and wastewater treatment). Population limits for each area are clearly defined, guiding the layout of high and low-rise buildings, density, and height to ensure infrastructure capacity.

Mr. Nam explained that following the administrative boundary merger, urban pressures in Da Nang have become more pronounced. The city is collaborating with local authorities to review all infrastructure comprehensively.

“We observe that streets are more crowded, traffic congestion at intersections has increased, and the strain on technical infrastructure, particularly transportation, is evident,” he remarked.

The Director of the Department of Construction analyzed that with the concentration of administrative functions in Da Nang, the influx of residents, officials, and socio-economic development has accelerated infrastructure demands. These new dynamics require careful study to devise appropriate solutions.

“Not every issue can be resolved by widening roads or constructing overpasses, as urban areas have spatial and resource limitations,” he said.

The Department of Construction is currently exploring a range of legal, technical, and urban spatial allocation solutions. The city is considering options such as redistributing workplaces, decentralizing urban functions, or implementing suitable adjustments to alleviate pressure on the central area.

“Our goal is to achieve harmony among districts, such as fostering stronger development in the southern region to balance migration, distribute the population, and reduce infrastructure strain,” Mr. Nam concluded.
