182 Motorcyclists and Car Owners Identified via AI Cameras Urged to Pay Traffic Fines Under Decree 168

These incidents have been reported to the relevant authorities and vehicle owners for appropriate action and violation handling.

On December 9th, the Traffic Police Department publicly disclosed 182 cases of cars and motorcycles violating traffic order and safety, detected by AI cameras. The list, recorded from December 8th to 9th, covers the Noi Bai – Lao Cai expressway and Hanoi’s urban area, with two violations: motorcycles running red lights and motorcycles without helmets.

Specifically, from 12:00 on December 8th to 12:00 on December 9th, AI cameras at km20 on the Noi Bai – Lao Cai expressway recorded 22,232 vehicles passing through, with an average speed of 70km/h. On this route, AI cameras automatically detected 5 cases of not wearing seatbelts. These violations were reported to vehicle owners for processing according to regulations.

Through data extraction from AI cameras piloted in Hanoi’s urban area (at the intersection of Pham Van Bach and Hoang Quan Chi streets), authorities detected 90 cases of motorcycles without helmets and 87 cases of running red lights. These cases were forwarded to Hanoi’s Police Department and relevant units for violation processing.

How are these violations penalized under Decree 168?

According to Clause 2, Article 7 of Decree 168/2024/NĐ-CP effective from January 1, 2025, individuals operating motorcycles, motorbikes, and similar vehicles who commit the following violations will be fined between 400,000 and 600,000 VND:

h) Not wearing a helmet or wearing a helmet without fastening the strap correctly while driving on public roads;

i) Carrying passengers not wearing helmets or wearing helmets without fastening the strap correctly, except in cases of emergency medical transport, children under 6, or escorting law violators;

According to Clause 7, Article 7 of Decree 168, individuals operating motorcycles, motorbikes, and similar vehicles who disregard traffic light signals will be fined between 4 and 6 million VND. Additionally, violators will have 4 points deducted from their driver’s license, as per Clause 13, Article 7.

According to Clause 10, Article 7 of Decree 168, individuals operating motorcycles, motorbikes, and similar vehicles who disregard traffic light signals and cause traffic accidents will be fined between 10 and 14 million VND. Simultaneously, violators will have 10 points deducted from their driver’s license.

According to Clause 3, Article 6 of Decree 168, individuals operating cars, four-wheeled passenger vehicles with engines, four-wheeled cargo vehicles with engines, and similar vehicles will be fined between 800,000 and 1,000,000 VND for the following violations:

k) Not wearing seatbelts while driving;

l) Carrying passengers in cars without wearing seatbelts (at positions equipped with seatbelts) while the vehicle is in motion.

In addition to penalties for drivers, Decree 168 also stipulates fines for passengers in cars not wearing seatbelts. According to Clause 4, Article 12, passengers in cars not wearing seatbelts (at positions equipped with seatbelts) while the vehicle is in motion will be fined between 350,000 and 400,000 VND.

Hanoi accelerates data cleaning for vehicle registration and driver’s licenses

Alongside cold penalty information, residents of Hanoi should note that the City Police Department is implementing Plan No. 375 dated October 31, 2025, for a 60-day intensive campaign to clean up vehicle registration and driver’s license data.

Lieutenant Colonel Nguyen Ngoc Me, Deputy Head of the Traffic Police Department, reported at the morning meeting on December 9th that as of 8:00 on December 7th, the city had collected data on over 3.3 million vehicles declared by citizens on the iHanoi app. Regarding file verification, ward and commune police have confirmed over 1.6 million vehicles.

For data review, comparison, and updating of driver’s license information, as of 9:00 on December 7th, all 126 commune-level police units had completed comparing driver information provided by the Traffic Police Department with the National Population Database, achieving a 95% to 100% success rate for 130,359 data entries requiring cleaning.

Simultaneously, the iHanoi app recorded 701,022 accesses for scanning paper driver’s licenses. From November 24th to December 6th, 13,538 cases of converting paper driver’s licenses to PET cards were completed.

To clean vehicle and driver’s license data, residents can perform the process online via the iHanoi app. Required documents include: Citizen ID card, Vehicle Registration Certificate, and paper Motorcycle Driver’s License. After logging in with a phone number or identification account, residents access the “Data Cleaning” section, select “Paper Driver’s License” or “Vehicle Registration,” and follow the instructions.

According to Hanoi Police, during the process, residents must enter complete information as required; the system will automatically compare and verify all data electronically, ensuring accuracy and legal rights of residents in vehicle management, administrative procedure resolution, and law enforcement.

For military driver’s licenses (Police, Army) and hard plastic (PET) driver’s licenses, residents do not need to declare.
