Proposed bridge projects to enhance connectivity between Ho Chi Minh City and Dong Nai Province.
During the 6th session of the Ho Chi Minh City People’s Council, term X (2021-2026), held on December 9th, Vice Chairman of the People’s Committee Nguyen Loc Ha presented several critical proposals.
Most notably, an urgent proposal regarding investment authority for three major bridge projects connecting Ho Chi Minh City and Dong Nai Province was tabled. These projects include the Cat Lai Bridge, Long Hung Bridge (Dong Nai 2 Bridge), and Phu My 2 Bridge, to be developed through public-private partnerships (PPP).
According to the draft resolution, Ho Chi Minh City will be the authorizing agency for the Phu My 2 Bridge project, while Dong Nai Province will oversee the Cat Lai and Long Hung Bridges.
The Ho Chi Minh City People’s Committee highlighted that the current transportation network connecting Dong Nai primarily relies on roads, railways, and waterways. However, due to high traffic density, existing national highways are frequently congested and overloaded.
Despite ongoing ring road and expressway projects, the current traffic capacity falls short of meeting connectivity demands, especially with the upcoming operation of Long Thanh International Airport.
Investing in these new bridges is seen as a strategic solution to complete the transportation network in the Southeast region and Dong Nai Province. This initiative aims to enhance transport capacity, strengthen connectivity between Ho Chi Minh City and neighboring localities, and support socio-economic development.

Regarding specific projects, the Cat Lai Bridge is a long-awaited infrastructure aimed at replacing the frequently overloaded ferry route. The project has a total investment of over 20.6 trillion VND, with an 8-lane design and a construction period expected from 2025 to 2028.
Dong Nai Province will act as the lead agency under the PPP model. Concurrently, Ho Chi Minh City will independently invest in the expansion of Nguyen Thi Dinh Road from the My Thuy intersection to the Dong Nai River, with a total capital of nearly 5 trillion VND.
The Long Hung Bridge project spans a total length of 11.8 km, including a 2.34 km main bridge designed for 6 lanes, with a total investment of over 11.3 trillion VND.
Dong Nai Province will manage the bridge construction and land clearance within its jurisdiction under the PPP model, costing over 7.1 trillion VND. Ho Chi Minh City will independently invest in the connecting road from the Go Cong intersection to the Long Hung Bridge, including land clearance, with a total investment of over 4.2 trillion VND.
The Phu My 2 Bridge is the largest of the three projects, with a total investment of over 25 trillion VND under the PPP model. The 6.3 km bridge will feature 8 lanes, with 4.6 km in Ho Chi Minh City and 1.7 km in Dong Nai Province. Construction is scheduled from 2025 to 2028.
The Phu My 2 Bridge will connect the southern part of Ho Chi Minh City with the former Nhon Trach District, alleviating traffic on the existing Phu My Bridge. Dong Nai Province will determine the investment model for the connecting road from Nguyen Ai Quoc Street to the Phu My 2 Bridge to ensure infrastructure synchronization between the two localities.
