Ensuring Timely Progress of the 500 kV LNG Bạc Liêu – Thốt Nốt Transmission Line Project

National Power Transmission Corporation (EVNNPT) recently held discussions with the People’s Committees of Can Tho City and Ca Mau Province to address strategies for accelerating the progress of the 500 kV LNG Bac Lieu - Thot Not transmission line project.

The meeting was chaired by Mr. Vuong Quoc Nam, Vice Chairman of Can Tho City People’s Committee, and Mr. Huynh Chi Nguyen, Vice Chairman of Ca Mau Province People’s Committee. Representatives from various departments of both localities attended the meeting.

EVNNPT was represented by Mr. Nguyen Ngoc Tan, Deputy General Director; Mr. Le Tuan Anh, Deputy Director of the Power Transmission Project Management Board (NPTPMB), and leaders of EVNNPT’s specialized departments.

The 500 kV LNG Bac Lieu – Thot Not transmission line project is invested by EVNNPT, with NPTPMB responsible for project management. The project involves constructing a new 135.6 km double-circuit 500kV transmission line, starting from the gate tower of the 500 kV Distribution Yard at Bac Lieu LNG Power Plant and ending at the gate tower of the 500 kV Thot Not Substation. The line passes through Ca Mau Province and Can Tho City, including the construction and installation of complete equipment for two 500 kV bays at the existing Thot Not Substation.

The section passing through Ca Mau Province includes 7 communes: Vinh Hau, Hoa Binh, Vinh My, Chau Thoi, Vinh Thanh, Phuoc Long, and Ninh Quoi.

The section passing through Can Tho City includes 12 communes/wards: Xa Phien, Vinh Thuan Dong, Vi Thuy, Vi Thanh 1, Truong Long Tay, Truong Xuan, Thoi Lai, Dong Hiep, Thoi Hung, Trung Hung, Trung Nhut Ward, and Thuan Hung Ward.

The project is scheduled to be completed in sync with the operation phase of the Bac Lieu LNG Power Plant.

To date, Ca Mau Province and Can Tho City are expediting route agreement procedures. On December 8, 2025, the Ca Mau Provincial People’s Committee approved the project’s route through its territory. In Can Tho City, departments, agencies, and localities are urgently reviewing the route for approval.

At the meeting, EVNNPT Deputy General Director Nguyen Ngoc Tan emphasized the project’s significance in transmitting power from the Bac Lieu LNG Power Plant to the national grid.

Along with other 500 kV lines in the region (Thot Not – Duc Hoa; Duc Hoa – Cau Bong; Duc Hoa – Phu Lam), the project aims to interconnect the 500 kV grid across regions, ensuring safety and stability in power supply for the Southern region and adjacent areas.

It also contributes to meeting the N-1 criterion, enhancing grid stability, and improving the reliability and safety of the national power system.

To ensure the power output of Unit 1 of the Bac Lieu LNG Power Plant, the cooperation of both localities is essential in route agreement, investment approval, and land clearance compensation. The project is expected to commence in Q2/2027 and be completed in Q4/2028.

EVNNPT requested Can Tho City and Ca Mau Province to update the 500 kV transmission line route into their integrated provincial planning, supplement the Land Use Plan and related plans, and expedite the approval of investment and investor procedures.

At the meeting, the Vice Chairmen of Can Tho City and Ca Mau Province thanked EVNNPT for investing in power transmission projects in their localities, contributing to power capacity release and socio-economic development.

Emphasizing the project’s importance to Ca Mau, they noted that without transmission lines, the power plant’s efficiency would be compromised. Both leaders praised EVNNPT’s proactive approach in ensuring timely procedures aligned with the Bac Lieu LNG Power Plant.

Regarding EVNNPT’s proposals, the leaders pledged to direct departments and localities to address challenges. They agreed to establish a joint working group with EVNNPT to resolve issues during project implementation.

The leaders instructed departments, communes, and wards to collaborate closely with EVNNPT in finalizing the route to avoid adjustments during construction.

They also urged EVNNPT to coordinate with relevant departments and localities to ensure synchronized project implementation, aiming to complete the 500 kV LNG Bac Lieu – Thot Not transmission line on schedule, in line with the Bac Lieu LNG Power Plant project.
