On the afternoon of December 14th, Prime Minister Pham Minh Chinh personally inspected and urged progress on the Long Thanh Airport project and its connecting transportation routes. This marked his 9th visit to the project site. The trip aimed to assess the readiness of key components ahead of the airport’s trial operation phase.
Phase 1 of the Long Thanh Airport project has a total investment of nearly VND 110 trillion. Scheduled for implementation from 2020 to 2026, it comprises four sub-projects. To date, several critical components have been substantially completed. The passenger terminal, air traffic control tower, runway, electrical, water, fuel, and communication systems are all set for flight operations.
Sub-project 1, which includes the headquarters of management agencies, is under construction and expected to be completed by December 19th. For sub-project 2, the air traffic control tower is in the final stages of equipment installation, ensuring readiness for technical flights and alignment with the overall timeline.
Sub-project 3 consists of 15 packages. Three have been completed, and the remaining 12 are underway. Key components are projected to be substantially finished by December 19th, meeting the criteria for technical flights. Commercial operations are targeted for the first half of 2026.
Sub-project 4 includes supporting service facilities. Priority items for phase 1 are being expedited, with efforts to complete basic construction by December 19th.
Alongside the airport, connecting transportation routes are also being accelerated. The Bien Hoa – Vung Tau Expressway, spanning 53.7 km with an adjusted total capital of VND 21,551 billion, is divided into three sub-projects. The section through Ho Chi Minh City has been completed and opened for technical traffic since April 2025. The two sections through Dong Nai have reached 61% to 72% completion, aiming for technical traffic opening of the main route by December 19th and full operation in 2025.
Two direct connection routes between T1 and T2, totaling 7.8 km, have achieved approximately 99% completion.
Assessing the site, the Prime Minister noted significant daily progress. Many critical components have reached completion milestones, ready for trial operations. He instructed ACV and related units to maximize resources and organize continuous multi-shift construction to finalize remaining tasks, ensuring timely completion and absolute safety.

The Ministry of Construction was tasked with coordinating the detailed scenario for the technical flight on December 15th and the official flight on December 19th. The Ministry of Public Security is responsible for reviewing comprehensive security, safety, fire prevention, and rescue plans.
The People’s Committee of Dong Nai Province was instructed to expedite procedures and construction of the aircraft fuel pipeline, while resolving outstanding issues in connecting projects.
The Prime Minister emphasized the limited time remaining despite the substantial workload. Project management boards must develop detailed plans to avoid errors and propose timely rewards for outstanding collectives and individuals.
Long-term, the Prime Minister stressed the vision of positioning Long Thanh Airport as a hub for aviation economic development and ecosystem, rather than merely operating as a single airport.
The head of the Government expressed confidence in the project’s timely completion, enabling Long Thanh Airport to commence operations with synchronized infrastructure, serving as a new growth driver for the region and the nation.
