Unlocking Central Vietnam’s Potential: The New Economic Corridor Revolution

After nearly three years of construction, the Quang Ngai - Hoai Nhon Expressway project has completed over 90% of its total volume, poised for full-line opening to traffic.

The Quang Ngai – Hoai Nhon Expressway project spans 88 km, traversing Quang Ngai province (60.3 km) and Gia Lai province (27.7 km). Construction began in early 2023 with a total investment of over 20 trillion VND. It is one of the 12 largest sub-projects within the North-South Eastern Expressway phase 2021-2025.

The Nonstop Construction Site

In Phase 1, the Quang Ngai – Hoai Nhon Expressway will feature 4 lanes with a speed limit of 80 km/h. Managed by Project Management Unit 2 as the investor, the construction is led by a consortium headed by Deo Ca Group. The project is scheduled for completion by Q3/2026.

This expressway boasts the highest number of mountain tunnels on the North-South route, including Tunnel 1, Tunnel 2 (under Package XL2), and Tunnel 3 (under Package XL3). Tunnel 1 is 610 meters long, Tunnel 2 is 700 meters, and Tunnel 3, classified as special, stretches 3,200 meters. The project also includes 77 bridges, 586 culverts, and 81 underpasses for local residents.

The Quang Ngai – Hoai Nhon Expressway is set to open to traffic by the end of 2025.

Following the Prime Minister’s directive, the project must be completed by the end of 2025, eight months ahead of the original schedule. To accelerate progress, the investor and consortium have mobilized over 3,000 engineers and workers, along with 1,100 modern pieces of equipment, operating in 3 shifts and 4 teams around the clock.

At Package XL2, nearly 600 personnel are focused on completing the final stages. “Approximately 5 km of the route remains unpaved due to prolonged rain, but as soon as the weather clears, we will finalize the paving to meet the deadline. Traffic safety infrastructure installation is nearly complete, with only 10% of road marking left, expected to finish within days,” said Tran Dai Xuan, Director of Package XL2.

At Tunnel 3 (Package XL3), the longest road tunnel in the North-South Expressway project and the third-longest in Vietnam after Hai Van and Deo Ca, workers rotate in 3 shifts and 4 teams day and night. Construction teams are accelerating work on the tunnel shell, road foundation, and equipment installation, ensuring top quality and aesthetics.

Creating New Development Space

After nearly three years of construction, the Quang Ngai – Hoai Nhon Expressway project has achieved over 12 trillion VND in total output (more than 90% of the contract value). Nearly 96% of the road surface has been paved.

All 60 bridges on the main route have completed their decks, and 17 overpasses have finished beam installation and are finalizing the decks. In the mountain tunnels, Tunnels 1 and 2 are completing equipment installation, while Tunnel 3 is finalizing the shell and road foundation to align with the overall timeline.

Ngo Truong Nam, CEO of Deo Ca Group, stated that the consortium is committed to completing the project with the highest standards, not only meeting deadlines but also ensuring quality, safety, and efficiency. The shared goal is to open the expressway by December 19, 2025, contributing to the completion of the national transportation infrastructure and fostering new development opportunities for the Central region.

Thanks to the dedication of the investor and contractors, the expressway is nearing completion. Once operational, it will alleviate traffic pressure on National Highway 1, reduce travel time between South Central and Central Highlands provinces, and establish a new economic corridor. This will drive regional development and boost national growth.

Completing the Strategic Transportation Link

On December 19, Da Nang City will commence the Tuy Loan Intersection project, connecting National Highway 14B with the Da Nang – Quang Ngai Expressway. Approved in May 2025, this key project is set for completion between 2025 and 2028, with a total investment of nearly 540 billion VND.

The project includes: constructing a bridge over the expressway on National Highway 14B; widening the bridge on the Hoa Lien – Tuy Loan route; completing 4 direct right-turn lanes; building 4 indirect left-turn lanes; and expanding the Hoa Lien – Quang Ngai central lane.

Over the years, deteriorating infrastructure in this area has hindered traffic flow. The road connecting the Da Nang – Quang Ngai Expressway to National Highway 14B is riddled with potholes, despite frequent repairs by management units.

Previously, Deputy Prime Minister Tran Hong Ha instructed Da Nang City to manage the Tuy Loan Intersection and develop it as an urban hub, ensuring seamless connectivity with the Hoa Lien – Tuy Loan and Da Nang – Quang Ngai expressways.

Upon completion, the intersection will alleviate local congestion and reduce traffic conflicts by minimizing direct crossings. It will establish a crucial link from Da Nang to the Central Highlands, shorten travel times, and ensure safety and efficiency for the increasing traffic volume in recent years.

Beyond its transportation value, the Tuy Loan Intersection is expected to drive new development in southwestern Da Nang, promoting investment, tourism, industrial expansion, and agricultural commercialization.
