
According to the Ministry of Finance’s report, the actual disbursement from the beginning of the year until December 4, 2025, amounted to 557,054.4 billion VND, achieving 61% of the plan assigned by the Prime Minister (913,216.2 billion VND).
By December 11, 2025, the actual disbursement reached 577,703.9 billion VND, attaining 63.3% of the Prime Minister’s assigned plan, an increase of 20,649.5 billion VND compared to the previous week.
Excluding the additional plan assigned by the Prime Minister after September 30, 2025, and the implementation of Resolution No. 57-NQ/TW (27,429.6 billion VND), the estimated disbursement rate is 65.2% of the Prime Minister’s assigned plan.
As of December 11, 2025, compared to the Prime Minister’s assigned plan, 12 ministries, central agencies, and 17 localities have achieved disbursement rates equal to or higher than the national average. These include: the Development Bank; the Central Party Office; Vietnam Electricity; the State Audit Office; the Voice of Vietnam; the Government Inspectorate; the Vietnam Bank for Social Policies; the Vietnam Expressway Corporation; the Ministry of Industry and Trade; the Supreme People’s Procuracy; the Ministry of Finance; the Ministry of Justice; Ha Tinh; Ninh Binh; Thanh Hoa; Nghe An; Hai Phong City; Lao Cai; Thai Nguyen; Bac Ninh; Phu Tho; Tay Ninh; Hanoi City; Gia Lai; Ca Mau; Dong Thap; Quang Ninh; and Quang Ngai.
However, 21 ministries, central agencies, and 12 localities still have disbursement rates below the national average. These include: the Vietnam Union of Literature and Arts Associations; the Government Office; the Committee for Ethnic Minorities and Religious Affairs; the Vietnam Academy of Science and Technology; the Ministry of Health; the Ministry of Public Security; the Vietnam Academy of Social Sciences; the Vietnam News Agency; the Ministry of Science and Technology; the Ministry of Education and Training; the Vietnam Cooperative Alliance; the Vietnam National University, Hanoi; the Ho Chi Minh National Academy of Politics; the Supreme People’s Court; the Vietnam National University, Ho Chi Minh City; the Ministry of Culture, Sports and Tourism; the Vietnam Television; the Ministry of Agriculture and Environment; the Ministry of Construction; the Ministry of Foreign Affairs; the Ministry of Home Affairs; Tuyen Quang; Son La; Can Tho; Vinh Long; Quang Tri; Dak Lak; Lam Dong; Khanh Hoa; Cao Bang; Da Nang City; An Giang; Hung Yen; and Lang Son.
