With a total investment of approximately $1.4 billion, the Nhon Trach 3 and 4 thermal power plants represent the inaugural phase of PV Gas’s LNG-to-Power initiative, part of Petrovietnam’s energy transition strategy. This project aims to establish a state-of-the-art LNG-based power hub, enhancing electricity supply and bolstering national energy security amidst a dynamic energy landscape.
Addressing the inauguration ceremony of the Nhon Trach 3 and 4 plants, Prime Minister Pham Minh Chinh highlighted the project’s six unparalleled achievements: lowest investment cost, largest scale, most advanced technology, highest capacity, shortest EPC contract negotiation period, and most competitive commercial electricity price. These milestones were realized despite significant challenges, including the COVID-19 pandemic.
The Prime Minister acknowledged the project’s groundbreaking nature, noting its self-financing through international institutions without government guarantees—a testament to Vietnam’s commitment to attracting foreign investment without reliance on state backing.

Despite challenges such as the absence of a pricing mechanism for LNG in electricity costs and long-term power purchase agreements, the project successfully balanced stakeholder interests and risk-sharing, ensuring timely completion and community resettlement.
Prime Minister Chinh hailed the project as a model of excellence, showcasing Petrovietnam’s growth and resilience. He likened the project’s triumph over adversity to the legendary tale of Saint Gióng, symbolizing the indomitable spirit of Vietnam’s energy sector.

To maximize the project’s impact, Prime Minister Chinh urged continued optimization of operations, cost reduction, and enhanced competitiveness, ensuring benefits for citizens and businesses. He emphasized the need for continuous innovation and excellence to achieve new milestones.
“The government stands ready to support, address challenges, and create a conducive environment with streamlined regulations, robust infrastructure, and smart governance, enabling all stakeholders to fulfill their missions,” affirmed Prime Minister Chinh.
At the ceremony, Mr. Nguyen Van Hung, CEO of LILAMA, the project’s contractor, reflected on the formidable challenges faced, from the COVID-19 pandemic to global supply chain disruptions. Through strategic deployment of skilled engineers and workers, and with support from stakeholders, the project achieved exceptional quality and met all EPC contract commitments.
With a combined capacity of 1,624 MW, the Nhon Trach 3 and 4 plants are expected to generate over 9 billion kWh annually, significantly bolstering the Southern region’s power grid. These facilities will play a crucial role in system balancing and flexibility as renewable energy integration increases.
The project employs cutting-edge technology, featuring GE’s 9HA.02 gas turbines—the world’s most advanced in terms of efficiency and capacity. Achieving an efficiency rate of 62-64%, the plant meets stringent emission standards and supports fuel flexibility, including up to 50% hydrogen blending, with potential for full hydrogen utilization in the future.
