On January 12th, the Hoan Kiem Ward Police (Hanoi City) announced that they had dealt with a street vendor involved in an incident where a Western tourist was nearly overcharged 850,000 VND for a conical hat.

Previously, a video circulated on social media showing a street vendor transaction in the Old Quarter, alleging that a woman attempted to sell a conical hat to a foreign tourist for 850,000 VND. The situation was resolved when a man intervened, demanding the vendor return the money to the two tourists.

Mr. N.V.D. (the man who intervened) stated that the vendor initially returned only 150,000 VND to the tourists, intending to sell the hat for 850,000 VND.

“There was no prior price agreement. The vendor pretended not to understand English, forcing the tourists to show all their money, which she then pointed to,” he recounted.

Recognizing the unreasonable price, Mr. D. demanded the vendor return the money to the tourists. The vendor then claimed she had only received a 500,000 VND bill.

Following the viral video, the Hoan Kiem Ward Police identified the vendor as Mrs. N.T.T. (born in 1981).

At the police station, Mrs. T. admitted to selling goods on Hang Gai Street, Hoan Kiem Ward, at 4 PM on January 11th. She sold a hat to two foreign tourists, with the female tourist purchasing one for 250,000 VND.

Mrs. T. claimed the female tourist gave her 1,000,000 VND (two 500,000 VND bills). However, a hotel manager intervened, and Mrs. T. returned the money to the tourists.

“I understand that overcharging foreign tourists damages Vietnam’s reputation in the eyes of international friends. I apologize to the tourists,” Mrs. T. stated.

The Hoan Kiem Ward Police issued a fine of 225,000 VND to Mrs. T. for “selling small items on the street.”
