The Thanh Hoa Provincial Traffic Police Department has issued a notice regarding vehicles violating road traffic order and safety, detected through the surveillance camera system.

The list includes 139 cases, with two violations: “Failure to wear seatbelts” and “Holding and using mobile phones/electronic devices,” identified from December 31, 2025, to January 2, 2026.

Authorities stated that within 10 days from the date of the violation, a notice will be sent to the vehicle owner and related individuals or organizations involved in the administrative violation to coordinate resolution as per regulations.

Within 20 days from the notice issuance, violation information will be published on the Traffic Police Department’s website. To check for vehicle violations, citizens can access the following link and follow the instructions: https://www.csgt.vn/tra-cuu-phuong-tien-vi-phạm.html. Alternatively, “cold” violations can be checked via the VneTraffic app.

Within 30 days from the violation date, the police require vehicle owners and related individuals or organizations to visit the Thanh Hoa Provincial Police Department’s one-stop service (01 Do Huy Cu, Hac Thanh Ward, Thanh Hoa Province) or the local police station (place of residence) to resolve the issue.

If, after the above period, the vehicle owner or related parties fail to resolve the issue or the Traffic Police Department has not received resolution results, the case will be forwarded to the vehicle registration authority for further action.

What are the penalties for “Failure to wear seatbelts” and “Holding and using mobile phones/electronic devices”?

According to points k and l, clause 3, Article 6 of Decree 168/2024/NĐ-CP effective from January 1, 2025, drivers of cars, four-wheeled passenger vehicles with engines, four-wheeled cargo vehicles with engines, and similar vehicles will be fined VND 800,000–1,000,000 for the following violations:

k) Failure to wear seatbelts while driving;

l) Transporting passengers in a car without wearing seatbelts (at positions equipped with seatbelts) while the vehicle is in motion.

Besides penalties for drivers, Decree 168 also imposes fines on passengers not wearing seatbelts. According to clause 4, Article 12, passengers in cars not wearing seatbelts (at positions equipped with seatbelts) while the vehicle is in motion will be fined VND 350,000–400,000.

Additionally, under point h, clause 5, Article 6 of Decree 168, a fine of VND 4,000,000–6,000,000 is imposed on drivers of cars, four-wheeled passenger vehicles with engines, four-wheeled cargo vehicles with engines, and similar vehicles for holding and using mobile phones or other electronic devices while driving on roads. Simultaneously, the driver will lose 4 license points, as per point b, clause 16, Article 6.

Furthermore, point đ, clause 4, Article 7 of Decree 168/2024/NĐ-CP stipulates an administrative fine of VND 800,000–1,000,000 for motorcycle, moped, and similar vehicle drivers using umbrellas, audio devices (except hearing aids), or holding and using mobile phones or other electronic devices. Simultaneously, the driver will lose 4 license points, as per point b, clause 13, Article 7.
