On February 3, Prime Minister Pham Minh Chinh chaired the second conference of the Steering Committee for the implementation of Resolution 98/2023 of the National Assembly on piloting some mechanisms and policies for the development of Ho Chi Minh City (Steering Committee 850). The conference was also attended by Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, Deputy Prime Minister Le Minh Khai, and Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai.
In his concluding remarks, Prime Minister Pham Minh Chinh stated that his view is that first and foremost, Ho Chi Minh City needs to have an additional Deputy Chairman. This Deputy Chairman will be responsible for monitoring and assisting the Chairman of the Ho Chi Minh City People’s Committee in the implementation of Resolution 98.

According to Prime Minister Pham Minh Chinh, the implementation of Resolution 98 is a big and comprehensive task. With the increased workload, he proposes to add an additional Deputy Chairman, and flexibility is needed in doing so. Therefore, the Prime Minister announced that the Government and Ho Chi Minh City will propose to the Party Central Committee to appoint an additional Deputy Chairman for the city in the near future.
Prior to that, in his speech, Member of the Politburo, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen acknowledged that the implementation of Resolution 98 involves a large volume of work and many new tasks in terms of methods and approaches. Therefore, it is very necessary to grasp, monitor, and advise in a correct and innovative manner in accordance with the spirit of Resolution 98.

Secretary Nguyen Van Nen proposes that Prime Minister Chinh pay attention to the human factor. Because at present, Ho Chi Minh City is overloaded with immediate tasks.
“The implementation of Resolution 98 is a new kind of work that requires someone with deep expertise who can closely follow to ensure the assigned requirements and tasks can be completed. Otherwise, we will face difficulties and obstacles due to vague processes. I propose that the Prime Minister pay attention to the specialized task force that implements Resolution 98,” said Secretary Nguyen Van Nen.
According to Prime Minister Pham Minh Chinh, ministries, sectors, and Ho Chi Minh City need to improve their work methods. In addition, there needs to be officials in charge of implementing the tasks of Resolution 98 in a more specialized manner, focusing more on effort and time.
Each ministry and sector that has not yet completed its assigned tasks must have someone in charge to ensure that they are completed by the end of February. The Prime Minister also emphasized the need to review and select officials who have the capability, qualifications, passion, and responsibility for their work in order to ensure successful implementation.
Regarding the plan to build the Can Gio International Transshipment Port, the Prime Minister suggested that the Ministry of Natural Resources and Environment coordinate with Ho Chi Minh City and scientists to analyze and assess the environmental impacts of this project. The Prime Minister requested that in the first quarter of 2024, the relevant units submit the plan to build the Can Gio International Transshipment Port for consideration and investment decision-making by the competent authorities.
