Real Estate Project Investor Owes Taxes, Management Temporarily Banned from Leaving the Country

Several legal representatives of businesses investing in real estate projects in Hoa Binh, Quang Ninh... have been temporarily banned from leaving the country due to tax debts. Among them, Ms. L.H.L. has been temporarily banned from leaving the country because the Petrochemical Ecology Urban Joint Stock Company of Hoa Binh - the investor of the La Saveur De Hoa Binh project - owes more than VND1,000 billion in taxes.

Ms. L.H.L. – legal representative of Hoa Binh Urban and Ecological Petroleum Company, is currently facing a suspension of her right to exit the country. The reason for this is Hoa Binh Urban and Ecological Petroleum Company’s tax arrears.

As of March 27th, 2024, Hoa Binh Urban and Ecological Petroleum Company is known to be at the top of the tax arrear list with a debt of approximately 1,046 billion VND. Local tax authorities have proceeded with enforcement actions such as freezing and seizing funds from its accounts, suspending the usage of invoices, and issuing notices to temporarily suspend the legal representative’s right to exit the country.

The Hoa Binh Provincial Tax Department has also issued an official document requesting the Provincial People’s Committee to direct relevant specialized agencies to consider the revocation of a project due to this enterprise’s failure to fulfill its obligations to the state budget as per the original commitment.

The investor of Hoa Binh High-Class Residential Project is “evading” an enormous land debt.

According to our PV’s investigation, Hoa Binh Urban and Ecological Petroleum Co., Ltd., with a tax debt of nearly 1,046 billion VND, is located in Thanh Cu Hamlet, Nhuan Trach Commune (Luong Son District). Founded in 2011, the company operates in the real estate business sector.

Hoa Binh Urban and Ecological Petroleum Co., Ltd. is known as the investor of Hoa Binh Petroleum High-Class Residential Project (commercial name: La Saveur De Hoà Bình).

This project, covering an area of nearly 50 hectares, comprises 440 villas next to Dong Chanh Lake in Thanh Cu Hamlet, Nhuan Trach Commune, Luong Son District. Currently, Phase 1 of this project has already been put into operation. However, up to this point, the project’s investor has still not paid the land use fee.

The Quang Ninh Provincial Tax Department also recently issued a notice regarding the suspension of the right to exit the country for Ms. N.T.T., the legal representative of Limitless World Co., Ltd. (Vietnam). The reason for this is Limitless World Company’s failure to fulfill its tax obligations.

According to the tax arrears list as of March 31st, 2024, Limitless World Co., Ltd. (Vietnam) has a tax debt of over 322 billion VND. Limitless World Co., Ltd. Vietnam is the investor of the project to build a mixed complex of commercial, tourist, and service facilities in Ha Long Star Eco-Tourism Area.

The Quang Ninh Provincial Tax Department also issued a notice to temporarily suspend the right to exit the country for Mr. V.Đ.L., the legal representative of Viet My Ha Long Co., Ltd., due to the company’s failure to fulfill its tax obligations.

As of March 31st, 2024, Viet My Ha Long Company has a tax debt of over 72 billion VND related to land use. Viet My Ha Long is the investor of the Project to Build and Operate Infrastructure for the Hill 368 Villa Residential Area.

Additionally, the Quang Ninh Provincial Tax Department has also issued a notice to temporarily suspend the right to exit the country for Mr. P.V.C., the legal representative of My Way Ha Long Hotel Joint Stock Company.

The reason for this is My Way Ha Long Hotel Joint Stock Company’s tax arrears. As of March 31st, 2024, this company had a tax debt of over 68 billion VND. My Way Ha Long Company is the investor of Bai Chay Ward, Ha Long City’s Mixed-Use Project, which includes apartments, offices, a shopping center, and housing combined with a shopping street.
