Leading Chinese technology group seeks cooperation in developing railway projects

At the meeting, Mr. Liu Wei, Chairman/CEO of Giai Do Technology Group Joint Stock Company, thanked the Minister of Transport for his time to receive the delegation. Mr. Liu Wei stated, “Through our visits and work in Vietnam, we have noticed that the investment and development of railways in Vietnam are very similar to what China experienced in the past. The issues that Vietnam is facing in terms of construction organization, capital models, etc., are also the problems that China once faced and had to address. Today, China leads in core railway techniques and urban railway operations. We aspire to share our experiences and collaborate more extensively in Vietnam across various domains, including infrastructure construction, equipment, and operations.”

Welcoming the interest of the Giai Do Group in exploring cooperation and investment opportunities in Vietnam’s transport sector, Minister Nguyen Van Thang provided an overview of Vietnam’s infrastructure development plans. For the high-speed road network, Vietnam has completed over 2,000 km and aims to have approximately 3,000 km in operation by 2025 and 5,000 km by 2030.

Regarding the railway sector, which has received significant attention and investment from the Vietnamese government, the country aims to develop a network of 16 lines with a total length of 4,802 km by 2030 and 25 lines with a total length of 6,354 km by 2050. Vietnam is also preparing to invest in the construction of a high-speed North-South railway line, with priority given to the Hanoi-Vinh and Ho Chi Minh City-Nha Trang sections.

Additionally, there are plans for connecting railway lines, such as the Long Thanh airport to Thu Thiem (Ho Chi Minh City) and Bien Hoa to Vung Tau. These projects have attracted significant interest from foreign companies, including Chinese businesses. Vietnam has also discussed with China the potential for collaboration on three lines connecting the two countries, including two lines connecting to Guangxi Province and one line connecting to Yunnan Province.

The railway projects in cooperation with China were also mentioned in the Vietnam-China Joint Statements in 2022 and 2023. A priority is given to investing in and developing the standard-gauge railway line from Lao Cai to Hanoi to Hai Phong. This line is also being considered for investment loan negotiations.

By 2035, Hanoi and Ho Chi Minh City are expected to have invested in and constructed 14 urban railway lines.

Cooperation coupled with technology transfer

Given this development orientation, the Minister expressed his confidence in the ample opportunities for businesses from both countries to collaborate in the future. He believed that Giai Do, with its experience and capabilities in investment management and railway operations, would have numerous cooperation prospects in Vietnam.

The Minister of Transport proposed that, in line with Vietnam’s current policy of promoting industrial development, technology transfer is a mandatory requirement for cooperation projects in the transport sector.

He also affirmed that the Ministry of Transport would create favorable conditions for foreign businesses, including Chinese enterprises, to explore cooperation with Vietnamese companies in the transport sector, thereby contributing tangibly to the close and friendly relationship between the two countries.
