Earlier this month, Deputy Prime Minister Tran Hong Ha signed Decision No. 586/QD-TTg dated July 3, 2024, approving the master plan for Dong Nai province for the period of 2021-2030, with a vision to 2050.

The overall objective is that by 2030, Dong Nai will become a developed, civilized, and modern province with a high growth rate and surpass the high-income threshold in the country’s leading group.

The economy will be dynamic and a leader in aviation, high-tech industry, science and technology, and innovation. The socio-economic infrastructure and urban system will be synchronously developed, modern, smart, sustainable, and rich in identity, characterized by the development of airport cities and international-standard eco-cities. Cultural identity will be preserved and promoted, the ecological environment will be protected and adapted to climate change, and national defense and security will be ensured.

Dong Nai has a “grand project,” the Long Thanh International Airport, with a total estimated investment of approximately VND 336,630 billion (equivalent to USD 16 billion). Phase 1 is expected to be completed and put into operation by 2026, creating a significant driving force for the province’s development.

Dong Nai has planned to build and develop the Long Thanh Airport City, investing in the construction and upgrade of four transportation projects with a total investment of VND 22,600 billion to connect to Long Thanh Airport.

Currently, there is no detailed planning available. The following are future vision images created by the AI Chat GPT application:

By 2050, Dong Nai strives to become a centrally-governed city, leading in the development of high-tech industries, with a synchronous, smart, and modern infrastructure system. It aims to be an international hub for trade, tourism, and services, with world-class cities, attracting intellectuals and talents. The province focuses on green and circular economy, aiming for net-zero emissions.

By 2030, Dong Nai will have four cities in the plan for building the region’s counties and cities, including the existing cities of Bien Hoa and Long Khanh. Additionally, there will be two new cities: Long Thanh and Nhon Trach. The province will also have the town of Trang Bom and six other counties.

In addition to developing the Chu Chan Mountain urban and tourism area and Nui Le Lake, the province also focuses on developing eco-tourism along the Dong Nai River, forest landscapes, and urban agricultural landscapes, prioritizing Bien Hoa City, Long Thanh County, and Nhon Trach County.

Dong Nai aims to develop tourism products such as resorts, MICE (Meetings, Incentives, Conferences, and Exhibitions) tourism, and eco-tours, leveraging local strengths. The province will implement high-class tourism, urban, and service projects, focusing on developing urban-tourism-service areas adjacent to Long Thanh International Airport.

Additionally, the province will develop eco-tourism and resorts, entertainment and culinary services, and shopping areas at Tri An Lake and its islands. Tri An Lake and Ba Hao Lake will offer eco-forest tours, culinary experiences, and meeting facilities.

The master plan also outlines key tasks for the province until 2050, including the important task of effectively utilizing the Long Thanh International Airport and implementing the Bien Hoa Airport project, associated with the airport city model.

Dong Nai will coordinate with the Ministry of Transport to invest in national railways passing through the province, proactively proposing transportation connections at stations, and organizing TOD (Transit-Oriented Development) at these stations. The province will develop urban railways to transport passengers from Bien Hoa and Ho Chi Minh City to Long Thanh International Airport.

Additionally, Dong Nai will invest in constructing the Bien Hoa dual-use airport and several seaplane airports on the Dong Nai River and Tri An Lake.

Regarding road transport, Dong Nai aims to basically complete its transport infrastructure network by 2050. The province will coordinate with the Ministry of Transport to invest in completing and modernizing national highways. By 2030, the plan is to upgrade and expand roads to a standard of 2-4 lanes with a road width of 45-52m. Some main routes will be expanded to 4-8 lanes with a road width of 60-80m.

Dong Nai’s education sector will develop research and development complexes and vocational education, aiming to become the largest education hub in Vietnam for research and training in key national high-tech industries.

The province will develop a multi-modal transport system and logistics services, centered around modern regional and provincial logistics centers. It will focus on training and attracting high-quality human resources.

Dong Nai will construct green industrial parks and convert existing industrial parks to achieve carbon emission reduction targets. The province will focus on attracting investments in modern, high-value-added, environmentally friendly, and globally competitive industrial projects, linked to global value chains.

Dong Nai plans to establish a center for innovation, a concentrated information technology park, digital transformation projects, and specialized education and training complexes for the Southeast region.
