On the morning of the 7th of July, Prime Minister Pham Minh Chinh attended the inauguration ceremony of a new road connecting the Hanoi-Haiphong Expressway to the Cau Gie-Ninh Binh Expressway in Hung Yen province (Phase 2).
Speaking at the event, Prime Minister Chinh highlighted the province of Hung Yen’s proximity to Hanoi, noting that certain areas are “closer to Hanoi than Hanoi itself.” He emphasized the region’s vast development potential, hinging on the establishment of robust transport links.
The Prime Minister underscored the necessity of investing in a direct connection between the Hanoi-Haiphong Expressway and the Phap Van-Cau Gie route. He also advocated for the development of the Tan Phuc-Vong Phan road and the Hong (Red) River Heritage Route, expressing confidence that with these three routes in place, Hung Yen would undoubtedly thrive.

He instructed relevant agencies to efficiently handle clearance and settlement procedures and emphasized the importance of maintenance and exploitation of new development spaces arising from the project. He also encouraged the development of industrial and service zones. The Prime Minister asserted that good planning leads to good projects, which in turn attract good investors and yield good results.
At the ceremony, Prime Minister Chinh agreed with the proposal from the provincial authorities and contractors to upgrade this connecting road into an expressway as soon as possible. He directed the relevant ministries and departments to coordinate with Hung Yen province to expedite procedures, select reputable investors and contractors, and aim for completion by the end of 2025.
Upgrading the Connecting Road into an Expressway after 2030
The project for the road connecting the Hanoi-Haiphong Expressway and the Cau Gie-Ninh Binh Expressway, spanning almost 24 kilometers, aims to enhance the utilization of both expressways and reduce traffic congestion in Hanoi. It holds significant importance for the core economic region of the North and serves as a catalyst for development in the Red River Delta, the Hanoi Capital Region, and the province of Hung Yen, as well as the provinces of Ha Nam and Thai Binh.
The project, mostly situated in Hung Yen province, was decided upon by the Ministry of Transport, with the provincial authorities acting as investors and the Xuan Truong Construction Company as the contractor.

The section passing through Hung Yen province has a total investment of over VND 1,700 billion from the central budget, spanning two phases, with a four-lane design and a speed limit of 80 km/h. The project has now been completed and put into use.
Additionally, Hung Yen province is investing in the expansion of an adjacent road with a total investment of approximately VND 1,400 billion from the local budget. This adjacent road has also been technically opened to traffic.
The new road shortens travel time between the Phap Van-Cau Gie and Hanoi-Haiphong Expressways by up to 30 minutes compared to the previous route via Yen Lengh Bridge and National Highway 39. According to the plan, the road will be upgraded into an expressway after 2030.
