On August 8, the People’s Committee of Do Son District, Hai Phong City, announced the forced demolition of a three-story, 152-square-meter villa illegally built on agricultural land in Bang La Ward.
According to the authorities, in April 1992, Ms. Ngo Thi Thuy acquired 3,600 square meters of agricultural land in Bang La Ward from Mr. Vu Phu Hai and his family through a handwritten contract for aquaculture purposes.
However, Ms. Thuy proceeded to illegally construct a villa and fill and level the land for her own use. There are also signs that she intended to resell the land for purposes other than agriculture.
The local government determined that Ms. Thuy’s family had illegally converted agricultural land to non-agricultural use in an urban area. Specifically, they built a three-story, six-bedroom concrete villa with a living room and a worship room, starting in 2022.
Notably, in September 2022, the illegal construction was discovered, and the Do Son District People’s Committee issued a fine of VND 8 million and ordered the family to restore the land to its original state.
However, the family refused to comply and even obstructed officials from performing their duties, continuing to complete the construction.
Despite repeated persuasion and warnings, the family remained defiant, leaving the authorities with no choice but to enforce the demolition and dismantle the illegally constructed villa belonging to Ms. Ngo Thi Thuy.
During the demolition process on August 8, Ms. Thuy’s family cooperated with the authorities, who assisted in relocating their belongings and furniture to a temporary storage site.
