2024 Land Audit on Golf Course Management and UsageThe upcoming land audit and current land-use mapping aim to assess the actual land use situation in administrative units at the commune, district, and provincial levels, as well as in socio-economic regions and nationwide. This will provide a basis for evaluating land management and use by authorities over the past five years and proposing mechanisms, policies, and measures to strengthen state management and improve land use efficiency. |
It will also serve as a foundation for adjusting land use planning and plans for the 2021-2030 period, with a vision towards 2050, and play a crucial role in implementing the socio-economic development strategy, as well as national defense and security strategies, up to 2030 and beyond.
The 2024 land audit will be conducted in accordance with Article 9 of the 2024 Land Law, which pertains to land classification.
This year’s audit will cover land areas, types of land users, and entities entrusted with land management.
It will also involve evaluating the management and use of land related to golf courses, airports, areas prone to landslides and sedimentation, and land originating from agricultural and forestry enterprises. This will provide a basis for implementing measures to enhance management and improve land use efficiency for these specific land types.
The land audit and current land-use mapping will be carried out nationwide, covering administrative units at the commune, district, and provincial levels, as well as socio-economic regions. The commune level is the basic unit for conducting the audit and will serve as the foundation for consolidating land audit results and creating current land-use maps for districts, provinces, regions, and the entire country.
The Ministry of Natural Resources and Environment will take the lead in implementing this initiative.
According to the project’s decision, the land audit and current land-use mapping will be carried out at administrative levels ranging from communes to central authorities. The Ministry of Natural Resources and Environment will spearhead this effort at the central level.
The Ministry has been tasked with developing the project on the 2024 land audit and current land-use mapping. Additionally, they will draft a proposal for the Prime Minister to issue a directive on this matter.
Furthermore, the Ministry will produce guidance documents and provide instructions for conducting the land audit and creating current land-use maps. They will also enhance the software system used for land audits, building upon the platform employed in 2019, to meet the requirements of the 2024 land audit and annual land statistics for various levels. Technical support will be extended to local authorities during the land audit and statistical processes.
The Ministry will also inspect, monitor, and guide the implementation of land audits and current land-use mapping by local authorities across the country.
The Ministry of Natural Resources and Environment will take the lead in conducting a specialized land audit on the management and use of land related to golf courses and airports. They will also perform the land audit and current land-use mapping for regions and the entire country, building a comprehensive land audit database for 2024 that will be integrated into the central land database.
Additionally, the Ministry will be responsible for summarizing and announcing the results of the 2024 land audit, including the specialized audit.
At the provincial level, the People’s Committees will clearly define the responsibilities of organizations and individuals at different levels and ensure budget efficiency in organizing the land audit. They will oversee the implementation of periodic land investigations, audits, and specialized audits at various administrative levels.
Ensuring Effective Implementation of the Land Law 2024
According to Deputy Minister of Natural Resources and Environment, Le Minh Ngan, the workload for preparing the necessary content to ensure the effective enforcement of the Land Law 2024 from January 1, 2025 is significant, as it requires the completion of 9 Decrees, 6 Circulars, 1 Prime Minister’s Decision, and 18 detailed local provisions.
Chairman of the National Assembly Signs Land Law (Amendment) Certificate
The Land Law (amendment) was passed by the National Assembly during its 5th extraordinary session of the 15th legislature. Following the session, in accordance with the Law on Promulgation of Legal Normative Documents, the relevant agencies conducted a technical review of the text. The President of the National Assembly, Vương Đình Huệ, has authenticated the Law in accordance with regulations.
