On the morning of August 14, Lieutenant Colonel Dam Bao Quan, Director of Di An City Police, Binh Duong Province, stated that the Di An City Police and the Di An City People’s Procuracy are consolidating the case file and handling Tran Duong Ngoc Hai (born in 1995, from Kien Giang Province) for the act of robbery in the preparation phase according to legal regulations.

Through monitoring online activities, the Binh Duong Provincial Criminal Police Department, in coordination with specialized units, discovered that Hai, using the Facebook account named “Tran Hai,” joined a private group and invited 5-6 other individuals to engage in criminal activities to appropriate property. Notably, he also posted on social media about purchasing firearms.

Subsequently, Hai arranged to meet with two unidentified individuals to discuss committing robberies. After deliberating, they agreed and decided to purchase fake guns and make Molotov cocktails for their criminal endeavors.

However, on the agreed date, one of the individuals failed to show up. Driven by desperation, Hai and the remaining accomplice decided to rob a bank that Hai had previously cased.

Around 3:00 PM on August 12, the perpetrators arrived at a bank branch in An Phu Ward, Thuan An City, Binh Duong Province. However, they noticed a large number of people transacting inside, so they moved on to a different location in Tan Dong Hiep Ward, Di An City, intending to wait until there were fewer customers before entering to rob the bank.

At this point, police officers on patrol noticed Hai exhibiting suspicious behavior and decided to conduct a search. They discovered that he was carrying a Thai knife, two black plastic toy guns, two Molotov cocktails, and two pairs of gray fabric gloves. Hai was then escorted to the police station for further investigation.

During interrogation, Hai confessed that he was unemployed and had no fixed residence. He had invested in cryptocurrencies and incurred losses, and he also engaged in online gambling, accumulating debts. Driven by financial desperation, he turned to the internet to research bank robbery methods.

Prior to this incident, on August 6, in need of money, Hai borrowed his girlfriend’s motorbike, pawned it for 7 million VND, and then lied about it being stolen. The Di An City Police have issued an urgent arrest decision for Tran Duong Ngoc Hai, and legal proceedings will follow. The police advise the public to refrain from joining private groups on social media that promote activities detrimental to security and order. They encourage active participation in crime reporting and urge people to come forward if they have information about suspicious individuals.
