On the morning of August 17, Prime Minister Pham Minh Chinh and his entourage worked with the Hanoi Party Committee. Also present at the meeting were comrades: Bui Thi Minh Hoai, Politburo member, Hanoi Party Secretary, and head of the city’s National Assembly delegation; Deputy Prime Ministers Tran Hong Ha and Le Thanh Long; leaders of central ministries, agencies, and Hanoi city.

At the meeting, the delegates assessed Hanoi’s performance in various fields from the beginning of 2024 to the present, as well as its orientation and tasks for the future to accomplish the goals and tasks for 2024 and the entire term. They also discussed and addressed Hanoi’s proposals to remove obstacles and promote the city’s rapid and sustainable development in the coming time.

10 BRIGHT SPOTS IN HANOI’S SOCIO-ECONOMIC DEVELOPMENT

Following the Prime Minister’s request, the delegates shared their emotions and impressions of Hanoi, as well as their concerns and suggestions for the city. They also provided feedback on Hanoi’s proposals.

In his concluding remarks, Prime Minister Pham Minh Chinh agreed with the reports and opinions presented at the meeting. He instructed the Government Office and Hanoi city to incorporate valid opinions and issue a conclusion notice for effective implementation in the future.

The Prime Minister highlighted ten impressive and outstanding results regarding Hanoi’s socio-economic development and the implementation of its political tasks in the first months of the year.

Accordingly, Hanoi has maintained and promoted unity and unanimity in the spirit of “taking the lead and following through, responding to the call, being in harmony, and having clear communication.” This has allowed the city to mobilize the strength of the entire political system and the people. Hanoi has also continued to renew its thinking and practices with the understanding that “resources come from thinking, motivation comes from innovation, and strength comes from the people.”

The economy has recovered, growth has been promoted, and tax collection has achieved positive results. Hanoi has focused on building and perfecting its institutions, especially the amended Law on the Capital City. The city has successfully attracted social resources, particularly FDI, and addressed the issue of public investment dispersal. Hanoi has also revitalized traditional growth drivers (investment, exports, and consumption) and promoted new growth drivers (digital economy, green economy, circular economy, sharing economy, knowledge-based economy, and night-time economy).

Hanoi has paid attention to promoting the value of culture and its people, inspiring the will, pride, and development aspirations of the capital’s citizens. The city remains the country’s leader in terms of education scale, network of schools, quality of specialized education, and the number of students winning prizes in national and international competitions. Social security and welfare have been ensured and improved. National defense and security have been maintained, and social order and safety have been guaranteed. Hanoi’s foreign relations, international integration, and development cooperation have been practical and effective. The program for building new-style rural areas and reducing poverty has yielded positive results.

On behalf of the Government, Prime Minister Pham Minh Chinh highly appreciated and commended the efforts of the leaders, Party committees, authorities, army, and people of the capital and their significant achievements, which have made essential contributions to the country’s overall results.

Along with the achievements, Prime Minister Pham Minh Chinh pointed out six existing problems, limitations, and challenges facing Hanoi.

Accordingly, GRDP in the first six months of 2024 increased by 6%, lower than the national growth rate. The potential for mobilizing social resources is enormous, but the mechanisms, policies, and approaches are not commensurate with the potential. Environmental pollution, traffic congestion, and flooding remain issues that need to be addressed. Only 90% of rural households have access to clean water.

Some strategic infrastructure projects have not met the expected progress. There is a lack of cultural and sports events or series of events of regional and international stature. Many traditional craft villages and traditional art fields show signs of decline. The proportion of the digital economy is still low, and the digital transformation process is slow. HANOI FOR THE COUNTRY, THE COUNTRY FOR HANOI

According to the Prime Minister, in the future, the world and regional situation is forecast to continue to develop complexly and unpredictably, with difficulties and challenges outweighing opportunities and favorable conditions, significantly affecting our country.

Emphasizing the heavy tasks ahead, the Prime Minister clarified the view that developing Hanoi into a “Cultural, Civilized, and Modern” city is an essential political task in the strategy of building and defending the Fatherland. It is the responsibility and duty of the entire Party, people, and army, the entire political system, and the primary task of the Hanoi Party Committee, authorities, and people. Building and developing Hanoi has always been a top concern of the Party, State, and people, with the spirit of “Hanoi for the country, the country for Hanoi.”

Affirming that Hanoi has great honor and, at the same time, a very heavy responsibility, the Prime Minister recalled the teachings of President Ho Chi Minh: “The whole country is looking at our capital. The world is also looking at our capital. We must all strive to maintain order and security and make our capital a peaceful, beautiful, and strong city, both materially and spiritually.”

Pointing out five key tasks for the future, the Prime Minister first requested Hanoi and related ministries and sectors to review the goals and tasks set forth in the Resolution of the 13th National Party Congress, the Resolution of the Hanoi Party Congress, and the Party Congresses at all levels, as well as the resolutions and conclusions of the Central Committee, and most recently, the directions of Comrade To Lam, General Secretary of the Central Committee and President of the Socialist Republic of Vietnam, at the meeting with the Hanoi Party Committee on August 9, 2024.

The Prime Minister noted that it is necessary to identify the goals that have been achieved and continue to promote them, the goals that have not been achieved and need more effort, and the goals that are difficult to achieve and require breakthrough solutions. The spirit is to have higher determination, greater efforts, more drastic and effective actions, and more focus on key tasks, with clear assignment of tasks in terms of “6 on-the-spots” (on-the-spot person, on-the-spot job, on-the-spot time, on-the-spot responsibility, on-the-spot product, and on-the-spot result).

The second task is to promote growth, stabilize the macro-economy, control inflation, and ensure the major balances of the economy.

The third task is to focus on removing obstacles in institutions, administration, and the awareness of officials and civil servants to mobilize all resources for the development of the capital.

The fourth task is to promote administrative procedure reform and the application of digital technology to reduce hassles and dissatisfaction for people and businesses.

The fifth task is to continue to focus on ensuring social security, progress, and social equity, ensuring environmental sanitation, and developing culture worthy of the civilized and cultural capital that we are always proud of.

10 SPECIFIC TASKS

At the same time, the Prime Minister specified ten specific tasks, requesting to continue promoting the disbursement of public investment capital and implementing key projects, especially the Ring Road 4 route. He noted that land clearance for these projects must mobilize the participation of the entire political system under the leadership of the Party committees and the direction of the Party secretaries at all levels.

Second, continue to revitalize traditional growth drivers and promote new growth drivers.

Third, be a pioneer in innovation, start-ups, and the application of the achievements of the Fourth Industrial Revolution to build a smart capital.

Fourth, improve the Provincial Competitiveness Index, the people’s satisfaction, and the administrative reform index, striving to be in the group of 5-10 best-performing provinces in these indices.

Fifth, gradually solve urban infrastructure problems related to transport, education, health, environment, and society…

Sixth, regarding health and education, there must be no shortage of medicine and human resources in the health sector, and good preparation for the new school year. Properly implement salary reform in conjunction with effective control of market prices, especially ensuring the supply of essential commodities, preventing shortages of food, and ensuring fuel and oil supply.

Seventh, review tasks in the fields of culture and sports, strongly promote the tradition of a thousand years of culture and civilization, turn heritage into assets, promote the development of the cultural and entertainment industries, and well organize activities to celebrate the 70th anniversary of the Capital Liberation Day.

Eighth, enhance the leadership and fighting capacity of Party organizations and members, build a clean and strong political system, promote corruption prevention and combat, and create more favorable conditions for socio-economic development.

Ninth, maintain political stability, social order, and safety, ensure security and peace for the people and tourists in the “city for peace.”

Tenth, promote foreign economic relations and international integration.

Also, at the meeting, the leaders of the ministries and sectors provided feedback, and the Prime Minister had an opinion on Hanoi’s proposals regarding the implementation of the Law on the Capital City; attracting investment from large corporations in high-tech parks and industrial zones; Hanoi Master Plan and the adjustment of the Master Plan for the Capital; piloting the model of smart urban development in some urban areas; developing social housing; constructing urban railway lines; investing in the completion and closure of ring roads; developing the Red River space; preserving, restoring, and promoting the value of the cultural and historical heritage of the Thang Long Imperial Citadel and the Co Loa ancient citadel; controlling and treating environmental pollution in the Nhuệ-Đáy river basin; and removing difficulties in projects…

The Prime Minister basically agreed with Hanoi’s proposals, noting that Hanoi should respond to the feedback and requests of the ministries and sectors to address the issues and coordinate with the ministries and sectors to build and issue guiding documents to continue to concretize and implement the amended Law on the Capital City.

The Prime Minister assigned the Government Office to synthesize Hanoi’s proposals and report to the Deputy Prime Ministers in charge of the areas to assign the ministries, sectors, and agencies to handle them in the spirit of “6 on-the-spots.”

On behalf of the Hanoi Party Committee, Comrade Bui Thi Minh Hoai sincerely thanked and seriously received the directions of the Prime Minister and the opinions of the leaders of the central ministries and sectors.

Comrade Bui Thi Minh Hoai affirmed that the city would focus on removing difficulties and obstacles and actively and urgently build programs, plans, and projects to promote the strong development of the capital’s socio-economy following the Prime Minister’s directions and the opinions of the central ministries and sectors.

In the coming time, Hanoi city hopes to continue receiving the regular and close attention of the Central Party, the Prime Minister, the Deputy Prime Ministers, and the close coordination of the central ministries and sectors to help Hanoi have superior mechanisms and policies to effectively implement the tasks set by the Politburo in Resolution No. 15-NQ/TW dated May 5, 2022, Conclusion No. 80-KL/TW dated May 24, 2024, of the Politburo, and concretize the amended Law on the Capital City, which has just been passed by the National Assembly; continue to effectively implement and excellently complete the goals and tasks set by the 17th Hanoi Party Congress, and continue to promote and contribute more to the role and position of the capital – the country’s political, administrative, and cultural center, the heart of the country, building Hanoi into a “Cultural, Civilized, and Modern” city.
