On the morning of August 22, in Hanoi, Prime Minister Pham Minh Chinh attended and delivered a speech at the opening ceremony of the 4th Global Conference of Vietnamese People Abroad (the Conference) and the Forum for Vietnamese Intellectuals and Experts Abroad (the Forum)

Also present were representatives from ministries, sectors, and central agencies, along with 400 overseas Vietnamese from more than 40 countries and territories.

With the theme “Overseas Vietnamese join hands to realize the aspiration of national development”, the Conference and the Forum took place from August 21 to 24 in Hanoi. Before the start of the plenary session of the Conference, the delegates observed a minute of silence to commemorate the late General Secretary Nguyen Phu Trong, an outstanding leader of the Party and State of Vietnam.

Speaking at the opening ceremony, Minister of Foreign Affairs Bui Thanh Son said that the Conference was held amid the entire nation’s efforts to achieve the goals set by the Resolution of the 13th National Party Congress, striving to turn Vietnam into an industrialized, modern, upper-middle-income country by 2030 and a developed, high-income country by 2045. To realize these goals, it is essential to have the important contributions of the community of over 6 million overseas Vietnamese.

Therefore, this year’s Conference selected the theme “Overseas Vietnamese join hands to realize the aspiration of national development” with many new features and expectations. For the first time within the framework of the Conference, the Ministry of Foreign Affairs, in coordination with relevant agencies, organized the Forum for Vietnamese Intellectuals and Experts Abroad.

‘Dien Hong Conference’ joins hands to realize the aspiration of a prosperous and happy nation

The Minister shared that this was a direct instruction from Prime Minister Pham Minh Chinh during his official visit to Australia and New Zealand in March this year, reflecting the Prime Minister’s deep concern for overseas Vietnamese affairs.

The Minister expressed his hope that the 4th Conference, with a focus on the Forum for Vietnamese Intellectuals and Experts Abroad in 2024, would be a “Dien Hong Conference”, pooling collective wisdom, strengthening national unity, promoting the resources, potential, and strengths of overseas Vietnamese for the development of the country, so that Vietnamese people both at home and abroad can join hands to realize the aspiration of a prosperous and happy nation.

The Global Conference of Vietnamese People Abroad has been held three times in 2009, 2012, and 2016, with the direct participation of more than 2,000 overseas Vietnamese delegates from many countries and territories, along with representatives of central and local agencies in Vietnam.

The Minister said that through the three conferences, an in-depth exchange forum has been established between overseas Vietnamese and the homeland on strategic issues in national construction and defense and matters related to the community of overseas Vietnamese. The conferences have truly become a “Dien Hong Conference” for overseas Vietnamese.

The valuable opinions and policy recommendations of overseas Vietnamese have been received, studied, and transformed into policies and legal regulations by relevant authorities in Vietnam.

Since the 3rd Conference in 2016, there have been significant changes in the world, the region, and the community of overseas Vietnamese.

The community has witnessed strong development in both quantity and quality. From around 4.5 million people in 109 countries and territories in 2016, there are now over 6 million Vietnamese people living and working in 130 countries and territories. Among them, about 10% hold a university degree or higher, equivalent to 600,000 people.

In most places where Vietnamese people live, community organizations have been established. Vietnamese business associations, expert and intellectual associations regularly engage in networking activities with the homeland, forming a widespread network connecting Vietnamese people both at home and abroad.

Overseas Vietnamese have increasingly affirmed their role and position in the host societies. Some Vietnamese origin individuals have actively participated in the political systems of their host countries at different levels; many Vietnamese entrepreneurs are among the world’s billionaires; and numerous overseas Vietnamese experts, intellectuals, and artists have been honored with international awards.

At the same time, overseas Vietnamese have actively contributed to promoting multifaceted cooperation between the host countries and Vietnam.

Notably, overseas Vietnamese have become an important resource in the process of national construction and development. In the past 30 years, the total remittance to Vietnam has exceeded 200 billion USD, equivalent to the disbursed foreign direct investment capital in the same period.

As of the end of 2023, overseas Vietnamese have invested in 421 foreign direct investment projects with a total registered capital of 1.72 billion USD, along with thousands of enterprises with investment from overseas Vietnamese.

According to the Organizing Committee, the 4th Global Conference of Vietnamese People Abroad and the Forum for Vietnamese Intellectuals and Experts Abroad were organized to continue promoting the implementation of the documents of the 13th Party Congress, Resolution 36, Directive 45, and Conclusion 12 of the Politburo on overseas Vietnamese affairs; evaluate the results of the 20-year implementation of Resolution 36, serve the resolution’s summary, and contribute to the formulation of the Party’s policy on overseas Vietnamese for the 14th National Party Congress.

In addition, the events aimed to enhance the communication and promotion of the Party’s guidelines, the State’s policies and laws related to overseas Vietnamese; create a forum for domestic agencies to understand the situation, aspirations, difficulties, and obstacles of overseas Vietnamese, thereby strengthening the care and support for the community.

Particularly, this year’s Forum focused on discussing global and regional development trends (digital transformation, green growth, circular economy, innovation…), challenges, and opportunities for Vietnam; promoting the role of overseas Vietnamese in national development; and expanding the National Innovation Network…

Being held in the year marking the 20th anniversary of the implementation of Resolution 36-NQ/TW of the Politburo on overseas Vietnamese affairs, the Conference received the attention and support of a large number of overseas Vietnamese.
