Attending the meeting were comrades Luong Cuong, member of the Political Bureau, Permanent Secretary of the Secretariat, and deputy head of the Steering Committee for the 40th Anniversary of Doi Moi; Nguyen Xuan Thang, member of the Political Bureau, President of the Central Theory Council, director of the Ho Chi Minh National Academy of Politics, and deputy head of the Steering Committee for the 40th Anniversary of Doi Moi.

Present at the meeting were members of the Political Bureau, the Secretariat, the Central Committee, and alternate members of the Central Committee who are permanent or temporary members of the Steering Committee for the 40th Anniversary of Doi Moi.

After the Political Bureau decided to conduct a review of the 40 years of Doi Moi and issue a decision on the establishment of a Steering Committee to review theoretical and practical issues of the 40-year Doi Moi process towards socialism in Vietnam, the Steering Committee, under the guidance of the Central Theory Council as the standing agency of the project, has closely coordinated with the Office of the Party Central Committee and relevant ministries, sectors, and localities to actively and proactively deploy review activities.

The draft report consists of five main parts: The context of the world, region, and Vietnam that influenced the 40-year Doi Moi process; the development of the Party’s theoretical understanding over the 40 years of Doi Moi; achievements and limitations in the practical building of socialism in Vietnam; general overview, issues at hand, and lessons learned; and forecast, suggestions, views, orientations, and solutions to continue comprehensively and synchronously promoting Doi Moi, national construction, and defense in the new period.

In his concluding remarks at the meeting, General Secretary and State President To Lam acknowledged and highly appreciated the efforts of the members of the Steering Committee for the 40th Anniversary of Doi Moi. After the third meeting of the Steering Committee, based on 47 thematic reports, eight content reports from six groups, reports from several provinces and cities, initial results of state-level programs and topics, and the achievements of the 20th and 30th anniversary reviews, the Steering Committee promptly built a draft report reviewing the theoretical and practical issues of the 40-year Doi Moi in Vietnam.

The 40th Anniversary of Doi Moi report is an important input for the development of the documents to be submitted to the 14th National Congress of the Party, including the Political Report, which is the central report. The drafting process must be carried out urgently and scientifically, with a significant investment of effort and intellect, to be able to promptly distill and incorporate the content into the documents of the 14th National Congress of the Party.

The General Secretary and State President highly valued the content that had been reviewed and synthesized, highlighting the following outstanding results:

First, it clarified the development of the Party’s theory on Doi Moi towards socialism, national construction, and defense over the 40 years of Doi Moi.

Second, it evaluated and clarified the achievements and limitations in the practical building of socialism in Vietnam across four major groups of issues (building and developing a socialist-oriented market economy; promoting cultural, social, and human development; ensuring national defense, security, and foreign affairs; and building and rectifying the Party and a clean and strong political system).

Third, it outlined important developments in the theoretical understanding of socialism and its construction in Vietnam, including proposing a definition of the socialist model consisting of three pillars (a socialist-oriented market economy; a socialist law-governed state; and socialist democracy led by the Communist Party); significant historical achievements; limitations; lessons learned; and issues that need to be addressed.

Fourth, it provided a relatively accurate forecast of the situation and proposed main objectives, views, indicators, and orientations for tasks and solutions to continue comprehensively promoting Doi Moi. The draft report also made recommendations and suggestions to serve the development of the documents for the 14th National Congress of the Party.

General Secretary and State President To Lam emphasized the need to unify the perception of the new context, which is ushering in a new era, a new phase of advancement for the Vietnamese nation, after 40 years of Doi Moi. This new context calls for even more innovative forms and content in the report.

“The spirit is to look straight at the truth, accurately assess the achievements, frankly and objectively point out the limitations, weaknesses, and shortcomings, and their causes, especially the bottlenecks and obstacles that hinder the country’s development and have not been addressed or slowly resolved; continue to persist in the cause of national renewal,” said General Secretary and State President To Lam.

The General Secretary and State President noted that reviewing the theoretical and practical issues of the 40-year Doi Moi process towards socialism in Vietnam is a momentous task for the country’s renewal, construction, and development, and it directly contributes to the development of the Political Report to be submitted to the 14th National Congress of the Party. Therefore, the 40th Anniversary of Doi Moi report will continue to be refined and then submitted to the Political Bureau for their opinions before being presented at the 10th meeting of the Central Committee.
