In his directive, Prime Minister Pham Minh Chinh said that after the conference, the Prime Minister and the Deputy Prime Ministers would continue to visit the affected localities to direct the work of overcoming the consequences and responding to the storm; organizing compact, quick, timely, and effective working groups.
The Prime Minister assessed that Storm No. 3 was intense and rapidly intensified, the strongest in 30 years; the increase in intensity did not follow the normal pattern; the duration of the storm on land was unusually long; and it occurred over a large area. After Storm No. 3, the Prime Minister directed five goals.
First, the highest priority is given to rescuing people, searching for missing persons, treating the injured, especially those with severe injuries; and taking care of the deceased.
Second, ensure that no one is lacking in food, clothing, shelter, or support; that no students are without schools; and that the sick have access to medical care.
Third, address power, water, and telecommunications issues, as well as other sectors, to serve leadership, direction, production, business, and people’s lives.
Fourth, accurately and objectively assess the damage to come up with appropriate, effective, and timely solutions.
Fifth, respond to the aftermath of the storm, such as flash floods, landslides, and subsidence.
Regarding solutions, the Prime Minister requested that Party committees, authorities at all levels, and relevant ministries and sectors proactively and actively implement tasks to overcome the consequences of the storm according to their functions, tasks, and powers; the Ministries of Industry and Trade, Information and Communications, Transport, Agriculture and Rural Development, Natural Resources and Environment, Labor, Invalids and Social Affairs seriously implement state management tasks according to their competence (in terms of guidance, regulations, standards, norms…), and if it exceeds their competence, report to the competent authority for consideration and decision.
The Ministry of National Defense, the Ministry of Public Security, and the rescue and relief forces shall continue to be ready to promptly rescue, overcome the consequences, and respond to natural disasters. Relevant agencies continue to maintain forecasting and communication work, paying attention to information and guidance on skills to respond to natural disasters.
Local authorities and ministries and sectors, within their competence, use natural disaster prevention and control reserves (in terms of finance, means, and supplies…) to restore normal activities.
Localities shall allocate reserves to urgently address issues related to food, clothing, shelter, education, and medical examination and treatment for the people and propose support from the central government from the contingency fund. The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to chair the handling and decision-making of this task, which needs to be done immediately and completed before 18:00 on September 8, with subsequent additions if necessary.

“In particular, localities must immediately calculate and allocate rice reserves, providing as much as needed, and it is important to calculate accurately and transparently to prevent negative incidents,” emphasized the Prime Minister. Along with this, focus on repairing schools and classrooms.
Especially, the Prime Minister called on people, businesses, agencies, localities, and businesses that were not affected to support those who were, saying, “those who have little contribute a little, those who have a lot contribute a lot, those who have things contribute things, and those who have time contribute their time,” thus promoting the tradition of mutual affection of the Vietnamese people.
