The New Long Thanh Airport: Dong Nai Proposes Construction of Second Phase Groundwork

The People's Committee of Dong Nai province has requested the Prime Minister's approval for the Ministry of Transport and the Vietnam Airports Corporation to commence land grading work for phase 2 of the project from 2024 to 2025. This request comes as a bid to expedite the construction process, running parallel to the ongoing work of phase 1.

The People’s Committee of Dong Nai province has submitted a report to the Prime Minister regarding the progress of the Long Thanh International Airport project and the first two components of the Bien Hoa – Vung Tau Expressway project, phase 1.

According to the People’s Committee, for the Long Thanh International Airport project, the province has essentially completed land clearance for the entire 5,000 hectares.

The Vietnam Airports Corporation (ACV) and related units are expediting the construction of phase 1 of the airport, including the passenger terminal, runways, taxiways, aprons, and air traffic control tower. The project is expected to be completed and operational by the end of 2026.

The People’s Committee of Dong Nai province assessed that proceeding with land leveling for phase 2 after the completion of phase 1 of the Long Thanh International Airport would undoubtedly impact flight safety.

The reason lies in the fact that the land leveling process will generate dust, limiting visibility and posing a hazard to aircraft during takeoff and landing.

Therefore, the People’s Committee of Dong Nai province proposed to the Prime Minister to approve the plan to allow the Ministry of Transport and ACV to survey, develop, and implement the land leveling project for phase 2 from 2024 to 2025, concurrently with the construction of phase 1 facilities.

Regarding the Bien Hoa – Vung Tau Expressway project, phase 1, the report stated that the section passing through Dong Nai province is 34.2 kilometers long and comprises two component projects.

For the first component project, managed by the People’s Committee of Dong Nai province, nearly 138 hectares of land need to be cleared, with approximately 60 hectares in Bien Hoa city and 78 hectares in Long Thanh district.

Thus far, the province has handed over 58.1 out of 137.64 hectares (42.2%) to the investor. Due to the incomplete and discontinuous land handover, only five construction sites in package 21 are operational. The construction progress has reached approximately 4.5%.

As for the second component project, under the management of Project Management Unit 85 (Ministry of Transport), the land handover progress stands at 51.4%. The overall construction progress is approximately 14.7%.

Among the challenges faced, the construction progress of the section passing through Dong Nai province has been hampered by delays in land handover and the relocation of technical infrastructure. Additionally, securing sufficient soil for the project has proven difficult, as the reserves available from commercial mines in the province are inadequate. Efforts to locate and survey potential extraction sites under the special mechanism of the contractor have encountered procedural obstacles and lack a clear extraction strategy.

Regarding the adjustment of the total investment, Project Management Unit 85 has submitted to the Ministry of Transport for appraisal the dossier on adjusting the investment policy. Accordingly, the total investment of the project increased by VND 6,280 billion, including an increase of VND 1,084 billion for component project 1, VND 2,575 billion for component project 2, and VND 2,621 billion for component project 3.

Consequently, the section passing through Dong Nai province is expected to incur additional costs of VND 3,659 billion (including VND 1,392 billion for site clearance costs and VND 2,267 billion for construction costs compared to the approved investment policy).

To ensure the overall progress of the project, the People’s Committee of Dong Nai province proposed to the Prime Minister to consider submitting to the National Assembly a proposal to adjust the capital for land compensation and construction costs.
