Vingroup-Techcombank Consortium to Develop the First Component of the Gia Nghĩa-Chơn Thành Expressway Project
According to Official Dispatch No. 4962/UBND-TH, the People’s Committee of Bình Phước Province has assigned the Vingroup-Techcombank Consortium to prepare and finalize the necessary documents for the approval of Component Project 1: Investment in the construction of the Gia Nghĩa-Chơn Thành Expressway in the form of a Public-Private Partnership (PPP). The required documents include the feasibility study report, environmental impact assessment report, and stake-driving report.
The People’s Committee has instructed that the feasibility study report must comply with legal regulations and the investment plan approved by the National Assembly in Resolution No. 138/2024/QH15 dated June 28, 2024, and Resolution No. 147/NQ-CP dated September 20, 2024, of the Government.
The investor is responsible for completing and submitting the feasibility study report and environmental impact assessment report to the People’s Committee of Bình Phước Province by February 28, 2025.
The costs incurred in preparing these documents and related expenses will be determined based on current regulations, and the preliminary total investment for the project will be as per Resolution No. 18/2024/NQ15. The official costs for settlement will be audited and approved by the competent authority as per regulations.
The Bình Phước Provincial Project Management Board has been assigned as the focal point for coordinating with departments, branches, units, and localities to exchange information with the Vingroup-Techcombank Consortium during the process of organizing the preparation, appraisal, and approval of the feasibility report for Component Project 1.
Previously, on June 28, the National Assembly of the XVth term issued Resolution No. 138/2024/QH15 deciding on the investment policy for the project to invest in the construction of the Gia Nghĩa-Chơn Thành Expressway.
The Gia Nghĩa-Chơn Thành Expressway will be approximately 128.8 km long, with an estimated total investment of VND 25,540 billion. The funding sources include VND 10,536.5 billion from the central budget, VND 2,335.5 billion from local budgets, and VND 12,770 billion from investors.
The project is divided into five component projects. Component Project 1 (highway construction) will be implemented under the PPP model, with the Bình Phước Provincial People’s Committee as the competent authority. Component Projects 2 and 3 (construction of roads and overpasses in Đắk Nông and Bình Phước) will be carried out as public investment projects, with Đắk Nông and Bình Phước as the managing agencies.
Component Projects 4 and 5 (compensation, support, and resettlement in Đắk Nông and Bình Phước) will be implemented as public investment projects, with Đắk Nông and Bình Phước as the managing agencies.
The project is expected to commence in 2024, with completion targeted for 2026, and operation to begin in 2027.
