The Ministry of Transport (MoT) has recently issued Circular 47, which will take effect on January 1, 2025, and includes regulations on the procedure for emission inspections of motorcycles and scooters.

According to Circular 47 by the MoT, for motorcycles and scooters that are five years old or newer, owners are not required to submit emission inspection documents or bring their vehicles to inspection centers for emission tests.

For motorcycles and scooters that are over five years old, owners must take their vehicles to inspection centers for emission tests.

At the inspection center, owners must present one of the following documents: the original vehicle registration certificate; a certified copy or electronically certified copy of the original vehicle registration certificate; or the original appointment slip for vehicle registration. The inspection center will then accept the emission inspection application.

The inspection center will then search for information about the motorcycle or scooter on the inspection management software and compare the vehicle registration certificate with the actual vehicle.

If the information does not match, the emission inspection will be rejected. If the inspection is not rejected, the inspection center will create an inspection control sheet and proceed with the emission test for the vehicle.

Upon passing the emission inspection, motorcycles and scooters will be granted an electronic emission inspection certificate, which will be integrated with the vehicle owner’s electronic identity account.

The emission inspection certificate for these vehicles will be issued by the Vietnam Register on the inspection management software, based on the results of the certification of quality, safety, and environmental protection of motorcycles and scooters in production, assembly, and importation, obtained from the data stored by the Vietnam Register, in combination with the database on vehicle registration and management by the Ministry of Public Security.

Also, according to Circular 47, for motorcycles and scooters that are five years old or newer, the emission inspection cycle is 60 months from the date of vehicle production. For vehicles that are over five years old and up to 12 years old, the periodic emission inspection cycle is 24 months, and for those over 12 years old, the cycle is 12 months.

Circular 47 will come into effect on January 1, 2025. However, according to the head of the Vehicle Inspection Division of the Vietnam Register, this is not the timeline for the start of emission inspections for motorcycles at inspection centers.
