Establishment of the Appraisal Council for the Pre-Feasibility Study Report of the Urban Railway Line No. 1 Project

The Council is chaired by the Minister of Finance. The Vice-Chair is the Vice Minister of Finance.

Council members include leaders from the following ministries and provincial people’s committees: Ministry of Construction; Ministry of National Defense; Ministry of Public Security; Ministry of Justice; Ministry of Agriculture and Environment; Ministry of Science and Technology; Ministry of Industry and Trade; People’s Committee of Ho Chi Minh City; and People’s Committee of Binh Duong province.

The Ministry of Finance acts as the permanent office of the State Appraisal Council.

The responsibilities and authority of the Council, its Chairman, Vice-Chairman, and members, as well as those of the permanent office, shall be implemented in accordance with the provisions of Articles 4, 5, 6, 7, and 8 of the Government’s Decree No. 29/2021/ND-CP dated March 26, 2021, on the order and procedures for appraisal of national important projects and on investment monitoring and evaluation.

Members are responsible for providing opinions within the deadline requested by the permanent office. If a member fails to respond by the deadline, it shall be considered as agreement with the content requested, and the member shall be fully responsible for their failure to respond. The Council is responsible for finalizing the Appraisal Report in accordance with regulations, confirming that the Pre-Feasibility Study Report of the Project is sufficient for the Government to submit to the National Assembly for investment decision.

The appraisal expenses of the Council shall be implemented according to Article 12 of Decree No. 29/2021/ND-CP. The Council may use the seal and account (if necessary) of the Ministry of Finance for its activities.

Agencies with members in the State Appraisal Council shall send dispatch documents to the permanent office (Ministry of Finance) before May 19, 2025.

The People’s Committee of Binh Duong province is responsible for providing complete dossiers related to the appraisal process of the Pre-Feasibility Study Report of the Project.

* The Urban Railway Line No. 1 Project has its starting point at S1 Station (in the center of the new city) in Hoa Phu ward, Thu Dau Mot city, Binh Duong province, and its endpoint at Suoi Tien Bus Station (Urban Railway Line No. 1 of Ho Chi Minh City) in Binh Thang ward, Di An city, Binh Duong province.

The proposed length of the main route is 29.01 km, passing through four existing cities of Binh Duong province: Tan Uyen, Thu Dau Mot, Thuan An, and Di An.

The formation of Urban Railway Line No. 1, connecting Binh Duong New City to Suoi Tien, will link Ho Chi Minh City and Binh Duong province, creating a new development space and accelerating urban development and population distribution along the corridor.
