From 2021 to May 2025, Ho Chi Minh City completed 2,745 social housing units and aims to finish an additional 2,874 units by the end of the year. To meet the overall target, the city needs to construct 94,381 units in the remaining five years.

The People’s Committee of Ho Chi Minh City and related departments have been working diligently to resolve legal procedure issues to expedite project implementation. However, the process from legal procedures to construction and completion typically takes 3-5 years for a project.

The city is currently developing the Ho Chi Minh City Housing Development Program for the period of 2021-2030 and the Housing Development Plan for 2026-2030, setting annual targets for social housing development that gradually increase to match the realistic situation. The expected completion timeline is as follows: 9,438 units by 2026; 14,157 units by 2027; 18,876 units by 2028; 23,595 units by 2029; and 28,315 units by 2030.
