The Ministry of Finance is seeking feedback on a draft decree amending and supplementing a number of articles of Decree No. 10/2022/NĐ-CP, dated January 15, 2022, on registration fees.

According to the Ministry of Finance, in the process of reorganizing local administrative units (merging provinces and communes; eliminating the district level), it is necessary to review and amend certain provisions of Decree No. 10 (regarding registration fee rates for different types of vehicles based on district-level locations, registration fee exemptions for organizations and individuals based on commune-level locations, etc.) to ensure a smooth and unhindered registration fee collection process.

Accordingly, the Ministry of Finance proposes to amend and supplement Point 4, Article 8 of Decree No. 10. Specifically, for motorcycles, the registration fee rate is 2%. For motorcycles that are subject to registration fees for the second time or more, a 1% rate will be applied.

According to Point 4, Article 8 of Decree No. 10, vehicle owners in the six centrally-controlled cities and 83 provincial cities are required to pay a 5% registration fee when registering motorcycles for the first time.

However, with the policy of reorganizing administrative units, the current number of districts and communes will be reduced by approximately 60%. As a result, the administrative boundaries of communes and wards within provincial cities and towns as specified in Decree No. 10/2022/NĐ-CP will change compared to the current situation.

The proposal also includes merging provinces and centrally-controlled cities, reducing the number of administrative units at the provincial level from 63 to 34. Some provinces will be merged into centrally-controlled cities (for example, Hai Duong will be merged into Hai Phong, and Quang Nam into Da Nang).

If the registration fee calculation and collection follow the regulations of Decree No. 10, residents of provinces (excluding provincial cities) that are merged into centrally-controlled cities will have to pay a higher registration fee (an increase of 3%) when registering motorcycles.

Currently, all six centrally-controlled cities have been authorized by the National Assembly to allow their People’s Councils to adjust fee and charge rates (within the central authority’s jurisdiction) if necessary. Therefore, the draft decree proposes eliminating the 5% registration fee for motorcycles registered in cities.
