Trịnh Văn Quyết Completes Civil Judgment Obligations

Here is the information announced by Deputy Director of the Department of Civil Judgment Enforcement (Ministry of Justice), Trần Thị Phương Hoa, at the Ministry of Justice’s regular Q3/2025 press conference held on the afternoon of October 27th.

According to the People’s Police Newspaper, Mrs. Trần Thị Phương Hoa announced that Mr. Trịnh Văn Quyết, former Chairman of the FLC Group, has completed his civil judgment obligations.

Specifically, regarding Mr. Quyết’s sentence, the former FLC Chairman and his sister, Trịnh Thị Minh Huế, were ordered to compensate over 1.8 trillion VND for fraud. Additionally, Mr. Quyết and two other defendants were required to pay more than 670 billion VND for stock market manipulation, along with civil court fees.

Mrs. Hoa stated that Mr. Quyết has fulfilled all financial obligations outlined in the judgment, including joint compensation with other defendants. The Hanoi Civil Judgment Execution Department (THADS) has issued a certificate confirming Mr. Trịnh Văn Quyết‘s completion of his voluntary execution obligations, including the contribution of over 630 billion VND to the state treasury. The compensation has been fully paid, and THADS is currently distributing it to the victims.

However, Mrs. Hoa noted that her agency has no information regarding Mr. Quyết’s prison sentence compliance. The consideration of reducing his prison sentence, according to Mrs. Hoa, involves two aspects: application under the Penal Code or the Amnesty Law.
