According to the National Meteorological and Hydrological Forecasting Center, heavy to very heavy rainfall is expected in Da Nang City and the eastern regions of provinces from Quang Ngai to Khanh Hoa, with precipitation levels ranging from 100–250mm, and locally exceeding 350mm. In response to the continuous rainfall on November 17th and 18th, 2025, EVNGENCO3 has proactively implemented measures to prevent and mitigate the impacts of floods and landslides in affected areas. These efforts aim to ensure the safe operation of power plants and protect the lives and property of residents. The company has instructed its units and representatives to strictly adhere to the directives issued by the Prime Minister, the Ministry of Industry and Trade, and the EVN Group regarding flood and landslide preparedness.
EVNGENCO3 has directed its power plants in the Central Highlands region, including Buon Kuop Hydropower, Vinh Son – Song Hinh Hydropower, Se San 3A Hydropower, and Vinh Tan Thermal Power, to rigorously follow the instructions from the Ministry of Industry and Trade, EVN, and the corporation’s guidelines for disaster prevention and control in 2025. Units are closely monitoring weather developments, regularly updating forecasts and warnings from the National Center for Hydro-Meteorological Forecasting and the National Civil Defense Steering Committee. They are ensuring full preparedness of personnel, supplies, equipment, and logistics, adhering to the principles of “4 on-site” and “3 readiness.”
Ahead of and during the rainy season, EVN and EVNGENCO3 have instructed units to implement safety measures for dams, downstream areas, and critical points. Enhanced on-site teams have been deployed to promptly address potential safety issues, particularly emergency flood discharge scenarios. The functionality of flood discharge systems, intake gates, outlet gates, and downstream monitoring and warning systems has been ensured.
In recent days, EVNGENCO3 and its hydropower units have conducted continuous hydrological and meteorological monitoring, adhering to reservoir operation procedures and dispatch orders. Timely reports have been submitted to the National Civil Defense Steering Committee, the Ministry of Agriculture and Rural Development, and local civil defense authorities to support flood control and reservoir discharge, ensuring the safety of structures and downstream areas.
A notable example occurred at 5:00 PM on November 19, 2025, when EVNGENCO3’s Buon Kuop Hydropower Company proactively increased the spillway discharge of the Buon Tua Srah Hydropower Plant to 540 m³/s, combined with a generator flow of 170 m³/s, resulting in a total downstream discharge of 710 m³/s. This measure aimed to reduce the water level from 487.19m to 487m, increasing flood capacity in preparation for inflows from the Krong No 3 Hydropower Plant. By 3:00 AM on November 20, 2025, the peak inflow reached 1645 m³/s. At that time, the generator flow was 150 m³/s, and the spillway discharge was 912 m³/s, with the reservoir retaining 583 m³/s. The water level stabilized at 487.27m, effectively mitigating potential downstream flooding. From 4:00 AM to 4:00 PM on November 20, 2025, inflows stabilized at around 1400 m³/s. The plant transitioned to balanced discharge mode, gradually lowering water levels to ensure structural and downstream safety.

Reports from EVNGENCO3 units confirm that all power plants and dams are operating safely and normally. The corporation and its plants are actively coordinating with local authorities and civil defense committees, continuously monitoring and adjusting reservoir discharges in compliance with regulations. They are closely observing downstream conditions, ensuring effective warning systems, and preparing further response plans.
