Progress Update: 112km Expressway Project Spanning Hanoi, Hung Yen, and Bac Ninh Surpasses Expectations After 2+ Years of Construction

The Ring Road 4 project in the Capital Region officially broke ground on June 25, 2023, with simultaneous ceremonies held across three provinces: Hanoi, Hung Yen, and Bac Ninh.

On November 23, Comrade Nguyen Duy Ngoc, Member of the Politburo and Secretary of the Hanoi Party Committee, inspected the implementation progress of the Ring Road 4 – Hanoi Capital Region Investment Project in Hung Yen Province.

The Ring Road 4 – Hanoi Capital Region Investment Project is a key national transportation project, approved by the National Assembly in Resolution No. 56/2022/QH15 on June 16, 2022. The project aims to enhance the capital region’s transportation infrastructure, reduce congestion on inner-city roads, promote socio-economic development, and improve inter-regional connectivity.

Spanning a total length of 112.8 km, the project includes 103.1 km of the main expressway and a 9.7 km connecting route aligned with the Noi Bai – Ha Long Expressway. It traverses three provinces and cities: Hanoi (58.2 km), Hung Yen (19.3 km), and Bac Ninh (25.6 km).

The Ring Road 4 – Hanoi Capital Region Project officially commenced simultaneous construction on June 25, 2023, across Hanoi, Hung Yen, and Bac Ninh. Component Project 3, a public-private partnership (PPP) expressway segment, began construction on September 6, 2025.

The Steering Committee for the Ring Road 4 – Hanoi Capital Region Investment Project is chaired by the Secretary of the Hanoi Party Committee, with the Secretaries of the Bac Ninh and Hung Yen Provincial Party Committees serving as Deputy Chairs.

During the inspection, Secretary Nguyen Duy Ngoc reviewed progress reports and addressed challenges in the project’s implementation, particularly focusing on Hanoi and Hung Yen.

According to the Hung Yen Department of Construction, approximately 97% of the land required for the project within the province has been cleared and handed over to the investor.

The remaining land, primarily residential, has been surveyed, and its origins have been determined. Compensation plans for residential land have been largely finalized and are currently being publicly disclosed and refined. Several localities have approved these plans and issued land reclamation decisions.

At the inspection, Secretary of the Hung Yen Provincial Party Committee Nguyen Huu Nghia outlined the province’s leadership and implementation efforts for the Ring Road 4 – Hanoi Capital Region Project.

He requested that Hanoi report to the Government to establish a flexible capital allocation mechanism among localities, ensuring the project’s overall timeline. He also emphasized the need for the Ring Road 4 Steering Committee to maintain regular operations, enabling localities to stay informed and promptly address implementation challenges.

In his address, Politburo Member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc acknowledged and praised the proactive and responsible efforts of local authorities and contractors in executing the Ring Road 4 – Hanoi Capital Region Project. He urged localities to thoroughly assess land clearance, construction, and the operational experience of Ring Road 3 to inform and enhance the implementation of Ring Road 4.

Secretary Ngoc directed Hanoi, Hung Yen, and Bac Ninh to collaborate closely, sharing experiences to promptly resolve challenges, particularly regarding land clearance and construction material supply. He stressed the importance of ensuring land clearance timelines and encouraged contractors to explore solutions for expediting construction, improving efficiency, and maintaining project quality and schedules.
