Ho Chi Minh City to Pilot Flying Cars and Delivery Drones: Businesses Concerned Over Legal Hurdles and No-Fly Zones

The Ho Chi Minh City People’s Committee has recently reported on the implementation of Resolution 57/2024 by the Politburo and Resolution 71/2025 by the Government.

Identifying low-altitude economic development as a key focus for the 2025-2030 period, with a vision towards 2045, Ho Chi Minh City plans to pilot services utilizing unmanned aerial vehicles (UAVs), including drones, flying cars, and motorcycles.

Ho Chi Minh City will pilot applications and operations of unmanned aerial vehicles, flying cars, and motorcycles.

A representative from a UAV company noted that Ho Chi Minh City has favorable conditions for UAV service development. This technology has proven effective in various sectors and can be expanded to higher-value models.

However, the company highlighted that UAV service deployment faces challenges due to limited legal frameworks. Currently, UAVs are primarily permitted in agriculture, such as pesticide spraying and crop surveying. Expanding UAV applications to delivery or passenger transport requires a more complex management system. The urban airspace management mechanism—including flight monitoring, data connectivity, and security—remains incomplete.

“Only when the legal framework and UAV management mechanisms are fully developed can more complex applications like delivery drones or flying cars be implemented. This will provide businesses with a solid foundation to plan their entry into these fields,” the representative stated.

Mr. Pham Thanh Toan, CEO of MiSmart Technology JSC, pointed out that the primary challenge is the proximity of no-fly zones to flight areas in Ho Chi Minh City, increasing the risk of UAVs entering restricted areas.

Additionally, the legal framework for many applications remains unclear. Several initiatives, such as autonomous robots and automated delivery, have failed due to a lack of economic viability and suitable testing environments.

Mr. Toan suggested that Ho Chi Minh City pilot UAVs at seaports like Cat Lai or Cai Mep – Thi Vai. These locations have fewer obstacles, high actual transportation needs (delivering medicine, food, and supplies between shore and ships), and minimal community impact risk.

This model has been successfully implemented in Singapore, where UAVs deliver goods from shore to ships, providing essentials and medicine to crew members.

“UAV services are most effective when driven by real demand and clear economic value. We are currently conducting sandbox tests in the former Binh Thuan province to trial these services,” Mr. Toan shared.

According to the MiSmart CEO, while regulatory bodies have mechanisms to track aerial vehicles, there is no integrated system for comprehensive monitoring. Therefore, a centralized management system, similar to road traffic management, is needed. Each UAV should have a license plate to identify owners, operators, and legal liability in case of accidents.
