The Ho Chi Minh City People’s Committee Office has issued a notification of Vice Chairman Bui Xuan Cuong’s conclusions at the December 10 meeting regarding the progress of groundbreaking and completion of projects and works scheduled for December 19, 2025, and January 15, 2026, in celebration of the 14th National Congress of the Communist Party of Vietnam.

Ho Chi Minh City will inaugurate 14.7 km of the elevated Ring Road 3 section passing through the former Thu Duc City.
Accordingly, the Ho Chi Minh City People’s Committee Office is tasked with urgently advising on the registration of additional groundbreaking and inauguration ceremonies for large-scale, significant projects as directed by the Prime Minister, ensuring timely completion.
The Department of Construction is assigned to coordinate with investors to develop plans for groundbreaking and inauguration ceremonies for key projects, including: the construction of the Youth Cultural House (expected to be the main venue), the upgrade of Hoi Bai – Phuoc Tan Road (DT992), Component 2 of the HCMC – Moc Bai Expressway Phase 1, the technical inauguration of 14.7 km of the main elevated line of Ring Road 3 through HCMC, the renovation of Thuy Van Street (Vung Tau City, now part of HCMC), the Ben Thanh – Can Gio railway line, and the Saigon Downtown Residence project; to be completed by December 15.
The Ho Chi Minh City People’s Committee Office announced that the Department of Culture and Sports is responsible for reviewing the organization of groundbreaking and inauguration ceremonies according to guidelines and coordinating with relevant units to ensure security, order, and live broadcasting at venues, to be completed by December 17.
The conclusion emphasizes that investors must urgently review and complete legal procedures to ensure readiness for groundbreaking and inauguration ceremonies, proactively coordinate with local authorities, and implement the directives of the Ho Chi Minh City People’s Committee, ensuring ceremonies are solemn, economical, and effective, without ostentation or waste.
Ho Chi Minh City Adds 4 Projects for Groundbreaking and Inauguration on December 19
The Ho Chi Minh City People’s Committee has submitted to the Ministry of Construction a request to add four projects to the list of groundbreaking and inauguration ceremonies on December 19, with a total investment of tens of trillions of Vietnamese dong.
Previously, Ho Chi Minh City had registered six projects, and now four more are being added. The group of groundbreaking projects has a total investment of over 17,300 billion VND, including the Youth Cultural House (2,240 billion VND), the upgrade of Hoi Bai – Phuoc Tan Road (3,690 billion VND), two components of Ring Road 2 (5,240 billion VND), the HCMC – Moc Bai Expressway (2,422 billion VND), and the Nguyen Khoai Bridge and Road (3,724 billion VND).
The group of completed projects includes: the technical inauguration of the main elevated line of Ring Road 3 (22,411 billion VND) and the renovation of Thuy Van Street (1,068 billion VND). Additionally, the Ben Thanh – Can Gio high-speed railway project, with a total investment of over 115,000 billion VND, will break ground on the same day, connecting downtown Ho Chi Minh City with Can Gio, fostering the development of the southern region.
The Ho Chi Minh City People’s Committee has requested the Ministry of Construction to review and compile the projects for reporting to the Prime Minister.
