On the morning of December 13th, at the specialized conference of the Hanoi City Party Committee’s 18th Executive Board, on behalf of the City People’s Committee Party Committee, Mr. Duong Duc Tuan, Member of the City Party Committee’s Standing Board and Standing Vice Chairman of the Hanoi People’s Committee, presented a report on the policy for implementing the Investment Project for the Construction of the Hong River Scenic Boulevard Axis. This project holds significant importance for the development of Hanoi’s urban space.

The Red River Scenic Avenue Project: Transforming Hanoi’s Riverside Landscape

The Red River Scenic Avenue Project is a monumental investment initiative aimed at developing a scenic corridor along the Red River in Hanoi. Spanning from Hong Ha Bridge to Me So Bridge, the project encompasses 19 wards and communes across the city.

On the right bank of the river, the project covers 12 wards and communes: O Dien, Thuong Cat, Dong Ngac, Phu Thuong, Hong Ha, Vinh Tuy, Vinh Hung, Linh Nam, Hoang Mai, Thanh Tri, Nam Phu, and Hong Van. The left bank includes 7 wards and communes: Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bo De, Long Bien, and Bat Trang.

The project spans approximately 11,000 hectares, featuring an 80-kilometer-long transportation avenue, a 3,300-hectare landscape and entertainment park system, and 2,100 hectares allocated for urban redevelopment and land clearance.

The project is divided into independent sub-projects to ensure feasibility and smooth implementation.

Sub-Project 1 focuses on the left bank, including the left-bank transportation avenue, landscape and entertainment parks, and urban redevelopment.

Sub-Project 2 targets the right bank, encompassing the right-bank transportation avenue, landscape and entertainment parks, and urban redevelopment. This sub-project also includes an initial independent component: the construction of a public park in Phu Thuong Ward for the groundbreaking ceremony.

Sub-Project 3 involves a 45-kilometer underground metro line on the right bank, designed to integrate seamlessly with the city’s urban rail network, ensuring long-term modern transportation infrastructure.

Sub-Project 4 focuses on in-situ resettlement housing within the project area, featuring high-rise apartments. Alternative land funds may also be utilized for investor compensation, including both low-rise housing and high-rise apartments.

According to the Hanoi People’s Committee Party Standing Board, the preliminary total investment for the Red River Scenic Avenue Project is approximately VND 855 trillion. Selected investors must meet financial capacity requirements and complete investment approval procedures within six months.

The project is slated for completion by 2030. Land funds for investor compensation will be sourced from urban redevelopment areas within the project and the aforementioned resettlement housing zones.

Alongside the main project, the Hanoi People’s Committee Party Standing Board proposes an initial independent sub-project: the construction of a public park in Phu Thuong Ward. Located at 148 An Duong Vuong Alley on 2 hectares of public land managed by Phu Thuong Ward, this sub-project has an estimated investment of VND 670 billion.

This initiative is designed to support the groundbreaking ceremony for the Red River Scenic Avenue Project, as directed by the Government.

The Red River Scenic Avenue Project is scheduled to break ground on December 19, 2025.
