The investigation of the case has been expanded, the Criminal Investigation Agency of the Ministry of Public Security has determined that Mr. Tran Duc Quan, Secretary of the Lam Dong Provincial Party Committee, has abused his power, authority, and violated the law while participating in directing the settlement of tasks related to the Dai Ninh project in Lam Dong province, causing very serious consequences. The actions of Mr. Tran Duc Quan constitute the crime of “Abusing power or authority while performing official duties” as stipulated in Article 356, Clause 3 of the Penal Code 2015 (amended and supplemented in 2017).
On January 24, 2024, the Crime Investigation Police Department for Corruption, Economic Crimes, and Smuggling, under the Ministry of Public Security, issued a Decision to initiate criminal proceedings, an Arrest Warrant for temporary detention, and a Search Warrant against Mr. Tran Duc Quan for the above-mentioned charges.
After being approved by the Supreme People’s Procuracy, the Crime Investigation Police Department for Corruption, Economic Crimes, and Smuggling, under the Ministry of Public Security, has executed the aforementioned Decisions and Warrants in accordance with the law.
Currently, the Crime Investigation Police Department for Corruption, Economic Crimes, and Smuggling, under the Ministry of Public Security, is continuing to expand the investigation of the case, reviewing and seizing the assets of the individuals involved to ensure full recovery for the State.
Mr. Quan, 57 years old, member of the Party Central Committee in the 13th term, Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council, has worked for many years in Lam Dong province. He has held positions such as Secretary of Da Huoai district, Deputy Head of the Standing Committee of the Provincial Party Committee, Head of the Propaganda Committee of the Provincial Party Committee. Since 2020, he has held the position of Secretary of the Provincial Party Committee.

In relation to the super project Dai Ninh Ecological Commercial and Resort Urban Area, before Mr. Quan, C03 had arrested Mr. Tran Van Hiep, Chairman of the People’s Committee of Lam Dong province, and Nguyen Ngoc Anh, Chief Inspector of Lam Dong province, on charges of accepting bribes. Ms. Tran Bich Ngoc, Head of the Monitoring Department for Inspection, Settlement of Complaints, Denunciations, Anti-Corruption, Smuggling, Commercial Fraud, and Counterfeit Goods (Department I) of the Government Office, was also arrested on charges of abusing power and authority while performing official duties. |
