Apple’s partners seek to hire 100,000 production workers: A Northern province urgently devises a plan to attract more out-of-town labor

According to the Portal of Viet Yen town, Bac Giang province, recently, Deputy Chairman of the Provincial People’s Committee Mai Son chaired a working session on solutions to support businesses in the province with a demand for recruiting a large number of workers in the first quarter of 2024.

At the working session, the leader of the Department of Labor, Invalids and Social Affairs of the province said that currently Bac Giang province has 7,636 operating enterprises with about 306,200 workers; the number of workers working in industrial parks is about 190,360 workers.

Statistics show that the demand for labor recruitment of businesses in the province in 2024 is very large. Some businesses with a high demand for labor recruitment in 2024 such as:

Hong Hai Science and Technology Group (Dinh Tram Industrial Park, Quang Chau Industrial Park) needs about 27,000 workers; Luxshare – ICT Company (Van Trung Industrial Park, Quang Chau Industrial Park) needs nearly 47,000 workers; New Wing Interconnect Technology Co., Ltd (Bac Giang) (Van Trung Industrial Park) needs about 27,000 workers; Lens Vietnam Technology Co., Ltd (Quang Chau Industrial Park) needs 12,000 workers; Seojin Vietnam Co., Ltd (Song Khe – Noi Hoang Industrial Park) needs 1,200 workers; Ce Link Vietnam Co., Ltd (Van Trung Industrial Park) needs 900 workers…

Thus, businesses that are suppliers for leading electronic brands such as Apple, Samsung need more than 100,000 workers.

Discussing at the working session, the representatives of the management boards of businesses with a high demand for labor recruitment in the year said that since the beginning of the year, businesses have implemented many synchronized solutions such as: Online and direct information on social platforms; Coordination with job service centers in provinces and cities in propaganda and recruitment work in localities; Cooperation with manpower supply units… However, the progress of labor recruitment still cannot meet the production requirements of businesses, especially large businesses in industrial parks.

Reasons why businesses face difficulties in recruitment

According to businesses, the reason is that most businesses with a demand for labor recruitment often recruit at the same time at the beginning of the year and in the middle of the year to meet the production and business plans of the businesses, leading to difficulties in labor recruitment as well as the timely labor supply of the labor service supplying businesses.

Workers from other provinces face difficulties in preparing documents that need to be stamped by the local area in personal documents such as curriculum vitae, civil confirmation papers, affecting the recruitment progress of businesses. The labor perception and industrial working style of workers from other provinces, especially those from remote areas, are still limited and lack stability. Workers from other provinces coming to industrial parks in the province also face difficulties in finding stable accommodation…

According to the leaders of the Provincial Industrial Parks Management Board and the Department of Labor, Invalids and Social Affairs of the province, besides the objective reasons that businesses have mentioned, the reason why there is a shortage of labor in businesses is that many businesses have not had solutions to retain workers after recruiting. Some production businesses have a seasonal nature and lay off workers when contracting production. On the other hand, many businesses still limit the recruitment of workers in terms of age and gender, making it difficult for the labor supply side to recruit.

At the working session, representatives of some businesses proposed that the functional agencies of the province continue to pay attention and support businesses in recruiting workers, coordinate with the functional agencies for businesses to use information scanning equipment from identity cards when finding out recruitment information. Pay attention to supporting the promotion and dissemination of information about labor recruitment demands of businesses to workers in other provinces to meet the production and business needs of businesses. Promote high-quality labor recruitment communication; open more foreign language departments at colleges, provide vocational training in the province…

A plan to promote attracting workers to the province will be issued

In concluding remarks, Deputy Chairman of the Provincial People’s Committee Mai Son clarified the proposals and suggestions of businesses regarding the use of digital technology-based labor management systems.
At the same time, he said the province will issue a plan to promote attracting workers to Bac Giang province, including specific solutions for each field, both recruitment plans and propaganda campaigns.
In the future, the province will continue to direct colleges, vocational schools to establish links to train vocational sectors serving industrial production. Regarding the proposals of businesses regarding labor recruitment in other provinces, he assigned the Department of Labor, Invalids and Social Affairs to be the focal point for confirming procedures.
He suggested that businesses must proactively coordinate with the Labor Supply Association to recruit workers suitable for the units. The provincial Labor Supply Association needs to play a good intermediary role, acting as a bridge between businesses and labor supply centers.

For businesses using labor, he proposed to value the workers, ensure the rights of workers, from which to create the loyalty of workers, avoiding the situation of “job hopping”.

The Department of Labor, Invalids and Social Affairs, the Provincial Industrial Parks Management Board and the Labor Supply Association need to cooperate to organize conferences to exchange information on the labor recruitment demands of businesses.

The provincial leaders also proposed that the Department of Labor, Invalids and Social Affairs take the lead in formulating a draft plan on supporting businesses in recruiting workers, collect opinions and contributions from labor supply businesses, labor-using businesses, and complete it soon to submit to the Provincial People’s Committee. Coordinate with job introduction centers in neighboring provinces to exchange and learn about how to best improve the plan, aiming at how labor market information must be accessible to workers quickly and easily. In addition, the Department also needs to do a good job of state management in labor, avoiding affecting the investment environment.

The Provincial Industrial Parks Management Board needs to fully and accurately statistics the actual demand for labor in recruiting businesses to serve the production expansion needs of businesses, and accurately assess the compliance with the labor regimes and policies of businesses towards workers.
