Accordingly, the Ministry of Construction proposes to the People’s Committees of provinces and centrally-run cities to focus on directing and urging state management agencies to implement the following contents: Announcing the prices of construction materials, labor prices, prices of construction machinery and equipment, periodic construction price index, ensuring timely, complete, and in accordance with market prices, regulations and laws.
At the same time, updating complete data into the construction quantity database system, construction prices of works and construction price indices, periodic reports to the Ministry of Construction for monitoring and synthesis in accordance with the provisions of Decree No. 10/2021/ND-CP. The Ministry of Construction will synthesize and publicize the implementation situation of announcing and updating the above-mentioned information of localities on the National Database System.
For localities with key transportation projects and nationally important projects, directing specialized agencies to actively coordinate with investors, grasp difficulties and obstacles in construction material prices, labor prices, prices of construction machinery, and construction price indices to timely adjust and supplement the announced prices in accordance with legal regulations.
In accordance with the authority’s guidance as prescribed by law, when requested by the investor to give opinions on the correctness and appropriateness of the basis, methods of determining labor prices, prices of construction machinery, and construction price indices to apply to the works and related costs of exploiting construction materials at the mine according to specific mechanisms./.
