Prime Minister urges speeding up investment in phased upgrading of expressways

Prime Minister Pham Minh Chinh has recently signed Directive No. 16/CD-TTg on February 21, 2024 to accelerate the research and implementation of upgrading the existing operational and invested sections of highways in a phased manner.

Official Dispatch Sent: Ministers of the Ministry of Public Security, Ministry of Transport, Ministry of Planning and Investment, Ministry of Finance, Ministry of Science and Technology, Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development; Chairman of the State Capital Management Committee at Enterprises; Chairmen of the People’s Committees of provinces and centrally-run cities.

The 13th National Congress of the Party has identified the development of infrastructure as one of the three strategic breakthroughs, creating new development space, momentum, and promoting socio-economic development, ensuring national defense and security. By 2030, the goal is for the whole country to have about 5,000 km of expressways. Recently, the Central and local authorities have vigorously implemented highway construction projects. Up to now, nearly 1,900 km of expressways have been put into operation, and efforts are being made to have over 3,000 km of expressways by 2025.

There is a great need for capital for the investment in expressway systems, but resources are still limited. In order to meet the socio-economic development needs of localities and regions, the Ministry of Transport and localities have proposed phased investment in certain expressway routes. The early operation of expressway routes has contributed to the promotion of socio-economic development. However, the operation of phased expressway routes still has some limitations, such as potential risks to traffic safety, traffic congestion, and traffic accidents (such as the accident that occurred on February 18, 2024, on the Cam Lo – La Son expressway).

Upgrading the invested phased expressway routes to a complete high-speed scale, compliant with the design standards and transportation needs.

Focus on the earliest investment in 2-lane expressway routes

The Prime Minister has issued many directives to the ministries, research institutions, to address these limitations. In order to promptly implement effective solutions, overcome existing limitations, enhance traffic safety, and improve the efficiency of expressway exploitation, the Prime Minister requests:

Minister of Transport: Direct the functional agencies to immediately study and propose reasonable, scientific, efficient, and best-controlled traffic organization solutions to ensure traffic safety on phased expressway routes, ensuring the lives, health, and property of the people;

Chair and coordinate with the relevant localities to urgently study the investment options, upgrading the invested phased expressway routes to a complete high-speed scale, compliant with the design standards and transportation needs as directed by the Prime Minister in the above-mentioned documents; in which, focus on the earliest investment in 2-lane expressway routes. At the same time, supplement a complete and synchronized infrastructure on the route (such as intelligent transportation systems, rest areas, etc.); report to the Prime Minister in March 2024;

Urgently coordinate with the Minister of Science and Technology to direct the construction and issuance of national technical standards for high-speed highways in the first quarter of 2024, as a basis for organizing planning, design, investment management, and safe and efficient operation of expressways;

Urgently organize the acceptance and final settlement of investment projects for phased expressways according to regulations to soon implement investment and upgrade to a complete high-speed scale according to the standards and regulations for expressways;

Chair and coordinate with the localities to determine the scope, boundaries, and areas that have been cleared, and areas that need to be further cleared to implement investment and upgrade the invested phased expressway routes to a complete high-speed scale, especially for 2-lane expressway routes.

Propose the allocation of funds to early invest in upgrading the currently operated expressway routes according to phased scale

The Chairmen of the People’s Committees of provinces, centrally-run cities urgently study and propose investment and upgrading plans for the invested phased expressway routes, sending them to the Ministry of Transport before March 15, 2024; closely coordinate with the Ministry of Transport to review and implement land clearance work to serve the investment and upgrade of expressway routes.

The Chairman of the State Capital Management Committee at Enterprises directs the Vietnam Expressway Corporation (VEC) to urgently study and propose investment and upgrading plans for the managed and operated expressway routes according to the phased scale, sending them to the Ministry of Transport before March 15, 2024.

The Minister of Planning and Investment actively coordinates with the Minister of Transport, Minister of Finance, and Chairmen of the People’s Committees of provinces and centrally-run cities to propose the allocation of funds for early investment in upgrading the currently operated expressway routes according to the phased scale.

The Minister of Natural Resources and Environment, the Minister of Agriculture and Rural Development, and the Chairmen of the People’s Committees of provinces and centrally-run cities coordinate with the Minister of Transport to direct the review of land clearance needs, the use of forest land and agricultural land to timely develop plans for the conversion of land use purposes, compensation, support, and resettlement in accordance with regulations, ensuring the progress of investment and upgrade of expressway routes.

Continue to review potential traffic accidents to promptly overcome them

The Ministry of Public Security directs the strengthening of propaganda, inspection, control, and strict punishment of acts that endanger traffic safety, violate traffic laws; coordinate with the Ministry of Transport to continue reviewing “black spots” and potential areas of traffic accidents to have timely corrective plans and minimize regrettable traffic accidents.

Deputy Prime Minister Tran Hong Ha directs the ministries, agencies, localities to perform the tasks assigned in this Dispatch to accelerate the implementation progress of the investment and upgrade of the operated and invested expressway routes according to the phased scale.

The Government Office monitors and urges the implementation of this Dispatch, promptly summarizes and reports to the Prime Minister, Deputy Prime Minister Tran Hong Ha on arising issues.

The ministries, sectors, localities, agencies, and units involved urgently carry out the assigned tasks in this Dispatch. /.
