Cracking down on overdue business debts and social insurance evasion

I kindly request the Government and the Prime Minister to continue leading the efforts in addressing the serious issue of overdue debts and social insurance evasion by businesses, as well as finding solutions to rectify this situation. It is crucial to ensure the rights and benefits of workers when employers persistently fail to pay their debts and evade social insurance contributions.

Delegates attending the 30th session of the National Assembly Standing Committee

On February 22nd, at the 30th session, the National Assembly Standing Committee (NASC) reviewed the report on the people’s work of the Parliament in December 2023, January 2024, and the Lunar New Year of the Goat.

Head of the NASC People’s Delegation Duong Thanh Binh presented the report, stating that during the 2024 Lunar New Year of the Goat, voters and the people highly appreciated the efforts of all levels, sectors, and localities in effectively implementing social security policies, taking care of the material and spiritual lives of the people, policy-based families, workers, and people in difficult circumstances. Especially, voters highly appreciated the sense of responsibility of the traffic police force in resolutely handling violations of alcohol concentration for drivers, enhancing awareness of compliance with road traffic safety laws…

The People’s Delegation recommended NASC to propose to the Government, the Prime Minister to pay attention and direct several current issues of concern to the voters. Specifically, to direct the Ministry of Labor – Invalids and Social Affairs, in coordination with relevant agencies, to strictly handle the situation of businesses with overdue debts, evasion of social insurance contributions, and solutions to overcome this situation; to formulate measures to safeguard the rights and interests of workers when employers have prolonged overdue debts and evasion of social insurance contributions. The Government shall direct the Ministry of Health to continue directing the allocation of vaccines to localities for immunization to ensure immunity for children, prevention and control of some infectious diseases; assign relevant ministries and sectors to promptly advise and submit to the Government guidelines on compensation and support for land, properties on the land that falls within the safe corridor of wind turbine towers of wind power plants.

The People’s Delegation also proposed the Government to assign relevant ministries and sectors to study the impact of wind turbine blades and the noise of wind turbines in order to amend and supplement regulations on noise, safe distances of wind turbine towers to minimize the impact on the lives and health of the people and ensure safety for wind power projects.

Vice Chairman of the National Assembly Tran Quang Phuong

Speaking at the discussion session, Vice Chairman of the National Assembly Tran Quang Phuong stated that the people are also concerned about forest fires, explosions, illegal trade and use of fireworks, a part of the labor force continues to be unemployed, traffic safety during the Lunar New Year, the economy – society is still difficult, pre-Tet purchasing power decreases compared to previous years; shortage of vaccines for immunization of children leading to the risk of infectious diseases, evasion and delayed payment of social insurance, social insurance arrears of enterprises…

Permanent Vice Chairman of the National Assembly Tran Thanh Man also pointed out that at present, people are worried about the situation of usury, counterfeit and pirated goods, goods of unclear origin, smuggling is still common; concerns about illegal production and trading of fireworks and explosives are increasing, if not promptly corrected, this situation will further increase in the next lunar new year. In 2024, Permanent Vice Chairman of the National Assembly proposed to pay special attention to citizen reception work, functional agencies, especially the inspection sector, the police and the Hanoi City People’s Committee, in coordination with mass organizations, to pay attention to the situation of mass complaints, especially during the National Assembly sessions, in order to reduce the concentration and number of complaints.

In conclusion of the meeting, Vice Chairman of the National Assembly Tran Quang Phuong stated that NASC had basically agreed with the report of the People’s Delegation and requested the People’s Delegation to fully absorb the opinions expressed to revise, supplement the annexes to respond to the voters’ proposals, amend the report title to accurately reflect the time limit, supplement the subjects taking care of Tet for compatriots, voters, and the people… thereby completing the report on people’s work with high quality.
