Dong Nai issues “ultimatum” for Tin Nghia Corporation

The Nhơn Trạch 3 & 4 Thermal Power Plant project, located in Dong Nai province, has a capacity of 1,500 MW and a total investment of 1.4 billion USD by the Vietnam Oil and Gas Power Generation Corporation (PV Power – POW). It is one of Vietnam’s key energy projects.

The project began construction in November 2021 in the Ông Kèo Industrial Zone, Nhơn Trạch district, Đồng Nai province… It is also the first LNG power project in Vietnam and is expected to be operational by the end of 2024-2025. However, the project is currently facing some difficulties and obstacles that could affect the construction and operation schedule.

The cooling water discharge box culvert of the Nhơn Trạch 3 & 4 Thermal Power Plant has been unable to proceed since the end of November 2023 due to a concrete road intersecting with the Ông Kèo Industrial Zone

On April 12, at a meeting of Minister of Industry and Trade Nguyen Hong Dien with leaders of 15 provinces and cities on the implementation of liquefied natural gas (LNG) power projects according to the Power Master Plan and Implementation Plan of the Power Master Plan VIII, a representative of the Dong Nai Provincial Department of Industry and Trade said: The Nhơn Trạch 3 & 4 Thermal Power Plant project is one of the national key projects with a total investment of 1.4 billion USD, and nearly 85% of the project has been completed.

However, the project is currently facing some problems related to the handover of the site to carry out the intersection with Route 4.

Previously, on January 24, 2024, PV Power sent an urgent letter to Deputy Prime Minister Tran Hong Ha and relevant agencies reflecting the fact that construction had been suspended due to obstruction by Tin Nghia Company – the unit assigned to manage the Ông Kèo Industrial Zone – in the construction of the cooling water discharge channel at the intersection with Road 4 of the Ông Kèo Industrial Zone.

On April 16, Vo Van Phi, Vice Chairman of the Dong Nai Provincial People’s Committee, worked with Tin Nghia Joint Stock Corporation (Tin Nghia Corporation) and relevant departments, agencies, and localities on the land acquisition for the Nhơn Trạch 3 & 4 Thermal Power Plant and the connection line.

According to Tin Nghia Corporation’s report, the dossier requesting the transfer of 37 hectares of land in the Ông Kèo Industrial Zone (including the land for the Nhơn Trạch 3 & 4 Thermal Power Plant project and the connection line) has been basically completed, but the plan to handle the topsoil of 28 hectares of rice land, about 56 thousand m3, has not been completed.

The reason for not having a location to dump this amount of soil and the plan to reuse the land for agricultural production is not feasible because the land is saline and acidic. The company proposed that the departments, agencies, and localities support the completion of the plan to handle this topsoil.

Regarding the construction of the cooling water discharge box culvert of the Nhơn Trạch 3 & 4 Thermal Power Plant project, the two-sided ditch has been constructed, but the location crossing Road 4 of the Ông Kèo Industrial Zone has not been constructed because the parties have not agreed on the industrial zone infrastructure usage fee.

Concluding the working session, Vo Van Phi, Vice Chairman of Dong Nai province, requested that before April 25, Tin Nghia Corporation finalize the topsoil handling plan for the Department of Agriculture and Rural Development to evaluate.

The departments and agencies shall guide and support Tin Nghia Corporation in completing the dossier for granting the certificate of land use rights so that the corporation can soon sign a land lease contract with the investor of the Nhơn Trạch 3 & 4 Thermal Power Plant project.

The Vice Chairman also requested that Tin Nghia Corporation strictly implement the previous directives of the Provincial People’s Committee to facilitate the construction of the cooling water discharge culvert of the power project. If after April 25, the corporation still does not create conditions, the province will have a solution to ensure construction.

The Nhơn Trạch 3 & 4 Thermal Power Plant is a national key energy project. As planned, the project will generate commercial electricity in November 2024 and May 2025, respectively.
